International Expert on Border Management and Trade Facilitation, Vienna, Austria

1. Expert support in the establishment of the Regional Black Sea Coordination and Data Sharing Platform (hereinafter referred to as the Black Sea Platform). Producing the outcome document and providing expert support to the PCCP Regional Coordinator on follow‑up discussions with the Member States participating in the Black Sea platform initial meeting as well as working with SELEC and Government of Ukraine authorities to seek their interest to become SELEC member.
2. Expert support in organizing and delivering an event focused on the exchange of experiences and best practices related to institution building in crisis and post‑crisis contexts. This will include developing agenda, scenarios, presentations, and final report.
3. Expert support in cross‑border inter‑agency consultations among the border management agencies of Hungary, Slovakia and Ukraine. This will include developing agenda, scenarios, presentations, coordination with the participating countries, moderating the discussion and producing a final report.
4. Expert support in the procurement of specialized technical equipment for the border management agencies, including development of technical specifications of equipment to align with national systems.
5. Expert support in organizing a practical simulation exercise on the crisis at the BCP, including developing agenda, detailed scenarios in consultation with counterparts, pre‑/post‑training analysis, and final activity report.
6. Expert support in facilitating an online discussion on cross‑border procedure optimisation, which will include developing agenda, coordinating with the participating countries, moderating the discussion and producing a final report.
7. Expert support in drafting all final activity and donor reports (including final recommendations) as well as ad‑hoc donor/HQ reports on the project activities implemented.
8. Expert support in creating a work plan for 2026 incorporating current and prospective approved projects in the Black Sea and South Caucasus regions.
9. Expert support in building public‑private partnerships in Ukraine (e.g. with the European Business Association and other partners in Odessa) to strengthen trade facilitation as one of PCCP’s strategic objectives.

Duties and Responsibilities

The war in Ukraine has resulted in immense loss of civilian lives, significant damage to infrastructure, and severe economic setbacks. New and unforeseen risks and needs have emerged, demanding urgent attention to prevent further deterioration. Addressing these challenges is crucial to avoid exacerbating existing vulnerabilities and to mitigate the risks posed by organized crime and corruption, which threaten Ukraine’s stability, security, and economic recovery. To identify the immediate needs of Ukraine’s border management agencies in trade facilitation and countering cross‑border crime, UNODC conducted a comprehensive technical assessment of road border crossing points (BCPs) and seaports from July 2023 to November 2024. In 2024, UNODC, in collaboration with the Permanent Mission of Japan, conducted a NAM (Needs Assessment Mission) to Ukraine, which included meetings with national stakeholders. As a result, UNODC has developed a comprehensive project aimed at addressing the needs of Ukrainian national border management (BM) and anti‑corruption (AC) agencies. The project focuses on facilitating trade, combating cross‑border crime and corruption in emergency and crisis settings, with an emphasis on regional coordination with Moldova, Poland, and other EU Member States (MS). Funded by the Government of Japan, the 12‑month project “Strengthening Ukraine’s border management and anti‑corruption capacities to prevent cross‑border crime and combat corruption in an emergency context” comprises two components: Outcome 1 – enhanced capacity of border management agencies on trade facilitation and cross‑border crime detection in emergency and crisis settings; Outcome 2 – anti‑corruption authorities gain the expertise and tools necessary to conduct complex investigations. Outcome 1 will be implemented by the UNODC Passenger and Cargo Control Programme (PCCP) in cooperation with the UNODC Programme Office in Ukraine. To offer a holistic and global border approach to cargo and passenger security and facilitation, in 2024 the Airport Communication Programme (AIRCOP) and the Container Control Programme (CCP) were merged into PCCP. This new flagship initiative is underpinned by 14 years of AIRCOP expertise on air passengers and two decades of CCP experience controlling air, land, and sea cargo. The merging of AIRCOP and CCP into PCCP allows for an integrated cargo and passenger border approach at airports, dry ports, land borders, railway terminals, and seaports. PCCP supports the establishment of inter‑agency units at seaports, dry ports, land border crossings, rail terminals, and airports focusing on risk profiling, targeting, and inspecting containers, cargo, and passengers to detect and seize illicit goods. The inter‑agency model strengthens cooperation, improves communication, and increases access to information, addressing the challenge of illicit trafficking. UNODC’s Programme Office for Ukraine (POUKR) supports the Ukrainian government in strengthening its prevention of corruption, illicit trafficking, transnational organised crime, and terrorism. Given the strict project implementation deadline, to ensure the implementation of Outcome 1, UNODC seeks the services of the International Expert on Trade Facilitation and Cross‑Border Crime Detection at the Border (International Consultant). The purpose of the assignment is to contribute to the implementation of Outcome 1 of the project through the provision of expert advice in project activities planning, organization, delivery, and quality assurance.


Qualifications / Special Skills

An advanced university degree (master’s degree or equivalent) in the fields of border management and/or customs enforcement, public administration, political science, international relations, or related fields is required. A first‑level university degree in the aforementioned fields in combination with two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university degree.


Work Experience

* A minimum of five years of international work experience in the area of border management and/or customs enforcement or a related area is required;
* Demonstrated ability to conduct analysis and prepare thematic reports and presentations, develop and deliver thematic events and workshops is required;
* Proven experience in supporting project procurement, coordination with the donors and other partners is required; demonstrated working experience on capacity‑building projects in the area of border management in Ukraine is required;
* Proven ability and willingness to work under pressure and within tight deadlines is required;
* Work experience within the UN system or other international organizations as well as national authorities is desirable;
* Operational and technical expertise in cross‑border cooperation, transit control measures, including prevention, detection and interdiction techniques, intelligence and information exchange, investigation and risk profiling techniques is desirable;
* Ability to work in a team, strong interpersonal and communication skills are desirable.


Languages

* English and French are the working languages of the United Nations Secretariat. For this post, fluency in spoken and written English and Ukrainian are required. Knowledge of another official UN language is an advantage.
