The Member Countries are: Algeria, Ecuador, Gabon, Indonesia, Iran, Iraq, Kuwait, Libya, Nigeria, Saudi Arabia, United Arab Emirates, and Venezuela.Job Profile:The Director, Portfolio Management (PMU) leads the end‑to‑end management of the Private Sector portfolio from post‑approval through full repayment, ensuring strong financial performance, risk management, and development impact. The role provides strategic leadership to the PMU team, oversees credit monitoring and portfolio analytics, and contributes to credit review processes for new approvals in a timely manner using sound data, systems, and portfolio oversight practices. The Director also manages the Unit's annual work plan and budget and ensures alignment with OPEC Fund policies, standards, and strategic goals.Duties and Responsibilities:Strategic Leadership & Team ManagementProvide strategic leadership, direction and management of the PMU team, ensuring delivery in line with Private Sector priorities and OPEC Fund's short, medium and long-term strategic objectivesEnsure the PMU staff has clear deliverables, is high-performing, well-motivated, innovative, and adequately trainedPortfolio Oversight, Risk Management & Credit ReviewContribute to the review and approval process for new private sector operations, ensuring robust financial and risk assessmentsOversee the performance, implementation, and compliance of the Private Sector portfolio to safeguard assets, ensure adherence to financing agreements, and maximize development impactOversee financing document implementation to ensure alignment with the approved Governing Board Paper and Term SheetReview, recommend and approve waiver, amendment and consent (WAC) requests in line with the delegation of authorityApprove drawdown requestApprove annual and quarterly credit monitoring reports and associated credit risk ratingsReporting, Analytics & Development ImpactAnalyze portfolio trends and performanceCoordinate with Strategy on the development impact of the Private Sector portfolioLead and coordinate intra‑ and interdepartmental lessons‑learned exercisesCross‑Functional Collaboration & Institutional EngagementAssist VP Private Sector in the fulfilment of his/her duties, and hold regular meetings on assigned tasks and deliverablesHold regular meetings with Director, Business Development Unit (BDU) and Head, Syndications on inter and intra-departmental issuesEngage with senior leadership and cross‑functional teams to support strategic decision‑making and address portfolio‑wide issuesCollaboration with Support and Control Departments throughout the project cycleIdentify areas for PMU/ Private Sector improvement, provide recommendations to the VP Private Sector and, once cleared, ensure executionPrepare, monitor and manage PMU's annual work plan and budgetAs requested by VP Private Sector, contribute to the review of OPEC Fund documents such as manuals, policy, guidelines and strategy papersParticipate in relevant internal committees, meetings and organizational taskforces as requiredAssist internal and external auditors to perform periodic reviewsExternal Representation & Stakeholder RelationsRepresenting OPEC Fund in project and institutional related high-level eventsBuild and maintain strong relationships with Private Sector's partner network, including portfolio management units' leaders across the development financial institutionsPerforms any other related tasks as assigned by the Vice President to contribute to the success of the Unit, Department and OPEC Fund.Qualifications and Experience:Master's degree in Accounting, Commerce, Finance, Economics or a (closely) related fieldA minimum of 15 years of relevant professional experience, of which preferably at least 10 years have been obtained within the private sector operations of an international development finance institution, a banking environment (including commercial or investment banking, fund management, or a development finance institution) of relevance to theOPEC Fund's operations, including a minimum of five (5) years at a senior officer levelExperience in multiple economic sectorsPreferably five (5) years in an international development finance institutionCapacity to support and mentor staff and build strong a teamFluent in English.
