OSCE’s comprehensive approach to security covers politico‑military, economic, environmental and human aspects, including arms control, confidence and security‑building measures, human rights, combating trafficking, minority issues, democratization, policing, counter‑terrorism, and environmental and economic activities. All 57 participating states have equal status, and decisions are taken by consensus on a political, but not legally binding, basis.
OSCE Secretariat in Vienna supports the chairpersonship and provides operational and administrative support to field operations and other institutions.
The Department of Human Resources ensures a capable workforce delivering the security priorities. Talent Acquisition is a business unit under DHR responsible for recruitment strategy, policies, guidelines, outreach and branding, workforce planning, and administration of recruitment for OSCE Secretariat and other executive structures.
Tasks and Responsibilities
The Talent Acquisition and Outreach Officer leads talent‑acquisition outreach and visibility by managing outreach channels, engaging with key stakeholders—including participating states and partner institutions—and contributing to data‑driven improvements of recruitment outreach strategies and candidate pipelines. This involves collaborating with internal stakeholders such as the Communications and Media Relations Section, hiring managers, delegations, and external partners to strengthen employer branding, improve hiring pipelines, and ensure effective workforce planning across OSCE executive structures.
The incumbent develops, implements, and manages recruitment outreach and employer‑branding activities that enhance the visibility of the OSCE as an employer of choice and attract qualified and diverse candidates through digital platforms, events, and targeted campaigns.
The Talent Acquisition and Outreach Officer reports to the Chief, Talent Acquisition, with the Deputy Director of Human Resources as the second‑level supervisor.
Duties Include
* Design, develop, and implement an outreach strategy to promote OSCE vacancies and strengthen talent attraction, ensuring consistency of employer branding across all communication channels; coordinate with the Communications and Media Relations Section on the preparation, updating, and dissemination of web content and outreach materials.
* Develop outreach approaches, guidance, and best practices for HR practitioners and hiring managers across OSCE executive structures and field operations; act as focal point and coordinate outreach and visibility efforts, engaging internal and external stakeholders, including participating states, national training institutions, and partner organizations; advise and collaborate with the Talent and Organizational Development Unit on internal outreach initiatives related to recruitment, policy, and training.
* Oversee development and dissemination of outreach materials, including multimedia content such as newsletters, videos, and infographics, and contribute to managing recruitment‑related content across digital and social media platforms.
* Plan, organize, and deliver outreach activities, including webinars, virtual information sessions, career fairs, internal and external events, while developing and maintaining strategic partnerships with universities, professional associations, and other relevant institutions; collaborate and support in the development and implementation of young‑talent initiatives.
* Advance and shape initiatives to broaden the diversity of applicant pools, including outreach to under‑represented participating states, youth and early‑career talent, and other under‑represented groups; develop strategies to support inclusive recruitment outcomes.
* Coordinate preparation and dissemination of OSCE workforce planning in collaboration with the Talent Acquisition Unit for regular distribution to OSCE participating states.
* Monitor, analyse, and evaluate website performance, user engagement, and recruitment marketing metrics to optimise the organisation’s candidate‑sourcing platform; identify trends and provide data‑driven recommendations to enhance outreach effectiveness, candidate attraction, and user experience; prepare analytical reports and briefings for senior management on outreach impact and return on investment.
* Contribute to and provide guidance on recruitment processes, including issuing vacancy notices, screening applications, and coordinating selection processes, while ensuring adherence to OSCE policies and principles of fairness, transparency, and diversity; support outreach efforts that strengthen diverse and qualified candidate pipelines.
Necessary Qualifications
* First‑level university degree in Human Resources, Media and Communications, Marketing, Business Administration, Public Relations, International Relations, Social Sciences, or a related field.
* A minimum of seven years (five years with a relevant second‑level university degree) of progressively responsible professional‑level experience in recruitment, outreach, communications, employer branding, or a related area.
* Demonstrated expertise in recruitment outreach strategy development, employer branding, and talent‑attraction methodologies in an international or complex organisational environment.
* Experience providing specialist advice or guidance on outreach and talent‑attraction practices across organisational units or stakeholders.
* Experience organising outreach activities, events, or campaigns, including digital engagement and stakeholder coordination.
* Good knowledge of latest trends and approaches in talent acquisition, including successful use of outreach activities, branding tools, and social media.
* Excellent oral and written communication skills in English.
* Working knowledge of at least one other language from the OSCE region is an asset.
* Proficiency in digital marketing tools and graphic design tools (Canva, Adobe Suite) is a strong asset.
* Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
* Ability and willingness to work as a member of a team, with people of different cultural, religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
* Computer literate with practical experience in Microsoft applications. Ability to use ORACLE Applications (HRMS module and TALEO) and/or other ERP recruitment systems is an asset.
