HUMAN RIGHTS OFFICER/LEGAL ADVISER (Temporary Job Opening), Vienna, Austria
This position is located in the Group of Independent Experts on the situation of human rights in Belarus (the Group of Independent Experts on Belarus) pursuant to Human Rights Council Resolution A/HRC//61/L.14 based in Vienna, Austria. The incumbent will work under the direct supervision of the Coordinator of the Secretariat of the Group of Independent Experts on Belarus.
Responsibilities
Advises the Secretariat on legal framework and standards related to human rights investigations.
Conducts analysis and research on legal matters and contributes to drafting the investigation plan.
Suggests legal qualifications of gathered information, advises on the standard of proof, determines responsibilities, and identifies responsible parties where possible.
Provides advice on legal issues and assists in drafting legal opinions, memoranda and briefing documents for the Group of Independent Experts on Belarus.
Ensures legal accuracy of all documents prepared by the Group, including reports, submissions, press releases and other materials.
Identifies trends and patterns of human rights violations and abuses, and violations of international criminal law.
Drafts legal framework analyses of the Group's reports and ensures consistency of findings, conclusions and recommendations.
Conducts information gathering activities under the guidance of the Investigation Team Leader, and collects and analyzes open‑source material and satellite imagery.
Integrates a gender perspective into legal analysis and findings.
Advises the Coordinator and the team on legal findings and discusses possible recommendations, particularly accountability measures.
Performs other duties as required.
