Proudly serving the Southeast Qld community since 1999, Kummara provides emergency support, counselling, family support and assistance in the field of child protection, health and wellbeing to local Indigenous and non-Indigenous families. We work in partnership with a number of government and community organisations across South East Queensland to improve the health and well-being of our communities.


About the Service

Kummara is working with the Department of Child Safety sharing responsibility to support children in the child protection system under a delegated authority arrangement, supporting families through family led decision making processes. This means that Kummara’s Chief Executive Officer (CEO) can make decisions about approving contact arrangements for some Aboriginal and Torres Strait Islander children in out-of-home care.

This new way of working acknowledges that Aboriginal and Torres Strait Islander peoples are best placed to participate in and make decisions that affect them, their children and their families.

Delegated Authority and Family Participation programs aim to safeguard the rights of Aboriginal and Torres Strait Islander children within the child protection system and upholds the importance of connections to family, community, culture and country. It recognises the evidence of long‑term loss caused to Aboriginal and Torres Strait Islander children who are raised without knowledge of, and links to, their family, language, culture and country. It also reflects the five core elements of the Aboriginal and Torres Strait Islander Child Placement Principle (ATSICPP): Prevention, Partnership, Placement, Participation and Connection.


About the role

The purpose of this role is to lead a team of Senior Practitioners and Family Led Safety and Support Practitioners in the work of nurture and promoting healing, resilience and capacity in children within a cultural framework. This role involves:

Leadership and management of a team, including team building, staff management, supervision and annual performance reviews.

Building a vision for the service and achieving key performance indicators for the service and staff.

Service implementation, monitoring and reporting in accordance with scope of service and the organisational strategic plan.

Facilitating the operational growth and development of the organisation.

Contributing to ongoing organisation of ongoing learning and continual improvement.


About you

Tertiary qualification in Social Work, Psychology, or Behavioural Science, or tertiary qualifications in a related field with significant experience.

An understanding of Aboriginal and Torres Strait Islander peoples, culture and the issues that impact upon them in contemporary society, together with the commitment to culturally appropriate engagement and practice.

A minimum of 5 years post‑graduate experience in similar programs.

A minimum of 2 years demonstrated experience in management/leadership role within a not‑for‑profit/non‑government organisation.

Excellent operational leadership and management skills, with the capacity to translate strategies into operational activities.

Sound knowledge of the Queensland Child Protection system.

Experience in working with at‑risk children, young people and families, who are subject to child protection statutory interventions.

Experience in or knowledge of early intervention and family support practices ranging from Secondary family support to Intensive Family Preservation and Intensive Family Reunification models of practice.

A well‑developed risk framework that enables thorough assessment and response to risk in relation to families, the team and from an organisational perspective.

Strong written and verbal communication skills with the ability to work with all levels of the organisation.

Non‑judgmental attitude.

Well‑developed task and time management skills.

High degree of motivation, initiative and creativity.

Commitment to and leadership in Kummara’s Family Partnerships Model or demonstrated ability to embed service models and qualities in practice.


Mandatory Requirements

Positive Notice, Working with Children Suitability (Blue Card).

Current valid Queensland drivers licence.
