This selection exercise may be used to generate a roster of pre-approved candidates to address future staffing needs for similar functions in any of the Departments and Offices of the Organization.

Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The Department develops and implements safeguards to ensure no diversion of declared nuclear material and no undeclared material or activities in a State.

The Division of Information Management (SGIM) implements methodologies for collection, processing and analysis of safeguards-relevant information, including declarations, evaluations, and information from open sources. Staff perform data validation and complex information analysis to support infield activities and the State evaluation process.


Main Purpose

The Safeguards Information Assistant, reporting to the Section Head, collects, processes and maintains complete and up-to-date data related to State declarations and safeguards verification. They prepare standardized evaluation reports, identify and resolve deficiencies to ensure data integrity, distribute analytical reports to departmental partners, and contribute to information systems and work process improvements.


Functions / Key Results Expected

* Collect and process data related to safeguards verification, State declarations and environmental sampling as reported by Nuclear Safeguards Inspectors or the Safeguards Analytical Laboratories.
* Ensure complete and accurate data entry into relevant databases and tools, including material balance evaluations and trend analyses.
* Upload and maintain electronic files in the Integrated Safeguards Environment (ISE) or other environments to disseminate data evaluation reports for the Safeguards Implementation Report (SIR), State Evaluation Reports (SERs) and other documents.
* Monitor and track data flow and related processes to maintain long-term integrity of information repositories.
* Identify irregularities and discrepancies across major databases and the traditional filing system, using a variety of tools.
* Follow up with counterparts to ensure data consistency and correctness.
* Track due dates and remind senior staff of workflow deadlines to ensure timely preparation of datasets for evaluators and delivery of standard products to Inspectors.
* Track, edit and maintain facility and material type descriptions, site information, and distribution lists.
* Monitor system performance and assist in developing the Section’s information systems, providing feedback and suggesting improvements.
* Provide support for ad-hoc analysis requests through non-routine data processing tasks.

Required Expertise

* Administrative Support: Data Management – Experience in database management, processing, quality control or similar tasks.
* Administrative Support: Data and Information Analysis and Reporting – Ability to work with systems/tools to produce reports and analyses.
* Administrative Support: MS Office (Word, Excel, Outlook, PowerPoint) – Proficiency in MS Office and in databases, graphical tools, and document management systems.

Asset Expertise

* Informational and Workflow Management – Proactive in identifying issues in data workflows and contributing to process improvements.
* Safeguards – Basic knowledge of safeguards concepts, nuclear materials in facilities, environmental sampling, material accountancy and MAE principles.


Qualifications, Experience and Language skills

* Completed secondary education.
* Minimum five years of experience in data processing, data quality control or similar tasks.
* Experience in information analysis and preparing summaries and reports.
* High accuracy and attention to detail, especially under workload.
* Excellent spoken and written English. Knowledge of other official IAEA languages is an asset.
* Administrative skills test to IAEA standard may be part of the process.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 57,876 (subject to deductions for pension contributions and health insurance), 6 weeks of annual vacation, pension plan and health insurance.
