Organizational Setting: The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.
Main Purpose: Reporting to the Deputy Director General for Management, the Director (Chief Financial Officer) plays a key role in budget development, monitoring and reporting and in financial planning, accounting and management. He/she provides leadership and professional direction to the staff of the Division and drives the planning and implementation of the IAEA's financial management strategy. The Director leads central budget and financial management services and sets and ensures the integrity of budget and financial management standards.
Role: The Director is: (1) a leader who encourages and inspires the identification and implementation of innovative solutions and best practices that address the Agency's priorities; (2) the Chief Financial Officer of the organization, providing authoritative budgetary and financial advice to stakeholders and senior management; (3) a manager acting in accordance with the IAEA's values and ethical standards in decisions regarding financial, human, information and knowledge resources.
Functions / Key Results Expected:
Provide direction for, lead and manage budgeting, payment and accounting services, including the development, implementation, coordination and monitoring of policies, procedures, guidelines and standards, as well as related information systems.
Ensure managers have access to timely, accurate and useful information regarding the financial status of their fields/programmes and projects to enable sound management decisions.
Serve as the principal advocate for prudent, consistent and accountable management of financial assets; foster an informed management culture regarding financial management issues.
Provide advice and reporting on the state of the IAEA's finances to intergovernmental deliberations by Member States, Board of Governors and subsidiary bodies and decision-making on programme budgeting, finance and accounts.
Ensure alignment of financial management policies, systems and processes with programmatic and organizational structures; reflect the IAEA's risk tolerance.
Keep the IAEA positioned to evolve policies that capture developments in financial management, sustaining relevance and stewardship of resources.
Lead and manage a innovative and effective team of senior managers and staff, and efficiently manage related resources.
Support change initiatives, promote quality management and foster innovative reforms.
Ensure compliance with financial regulations and rules.

Qualifications, Experience and Language skills
Master's Degree or advanced university degree in finance, accounting or related fields. A first level university degree with additional 2 years of relevant experience may be considered in lieu of an advanced degree.
A minimum of 15 years of progressively responsible relevant professional experience; at least 5 years at senior management or executive level in a comparable organization (international organization, public sector or non-profit).
Proven leadership with ability to lead and motivate large teams in a multicultural environment, applying management principles, change management and promoting open communication and collaboration, self-development, innovation and high performance.
Excellent presentation and communication skills to deliver briefings to diverse audiences and conduct effective meetings with senior management and stakeholders.
Excellent oral and written command of English. Knowledge of other official IAEA languages is an asset.
Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $116,095, plus variable post adjustment (currently US $65,129), dependency benefits, housing subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.

Appointment information
Appointment is subject to a satisfactory medical report.
Staff may be assigned to any location.
Candidates appointed to Professional and higher categories are subject to IAEA rotation; maximum tour of service is normally seven years.
