Organizational Context
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration (2013) and Abu Dhabi Declaration (2019), is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. UNIDO’s mandate is recognized in SDG-9 to build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. The organization focuses on four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; Strengthening knowledge and institutions. The core functions are technical cooperation; analytical and research functions and policy advisory services; normative functions and standards and quality-related activities; and convening and partnerships for knowledge transfer, networking and industrial cooperation. These functions are carried out in Headquarters, Regional Offices, Hubs and Country Offices.
The Directorate of Corporate Services and Operations (COR) manages human, financial and material resources, and oversees ethics, security and safety, with coordination across UNIDO.
Under the supervision of the Managing Director of COR, the Division of Financial Resource Management (COR/FIN) enables high-quality financial services and maintains financial integrity through policies, systems and tools for managing financial resources, including budgeting, financial control and reporting, cash management, payroll, vendor payments and compliance with anti-fraud policies.
Project Context
UNIDO aims to establish a two-year roster of qualified candidates to support financial management activities within COR/FIN across units listed below. Successful candidates will contribute to the delivery of financial operations in accordance with unit mandates:
* Planning and Budgeting Unit (FIN/PBU)
* Accounts, Payments and Payroll Unit (FIN/APP)
* Treasury Unit (FIN/TRS)
* Technical Cooperation Support Unit (FIN/TCU)
* Verification and Internal Controls Function (FIN/FICV)
Applicants should demonstrate relevant experience in at least one core functional area such as budgeting and forecasting, financial reporting, treasury and cash management, payroll and vendor payments, financial oversight, and regulatory compliance.
Functional Responsibilities
Under the supervision of the First Reporting Officer, the Office Assistant provides financial and administrative support in one or more of the following areas. Indicate the area(s) of expertise in the application. Detailed ToRs will be defined at appointment to a post if selected from the roster for a specific job opening within COR/FIN.
The Planning and Budgeting Unit (FIN/PBU) is responsible for Regular Budget (RB) and Operational Budget (OB) management and reporting. Responsibilities include:
* Support preparation of expenditure forecasts and staff cost projections
* Maintain alignment of funds with assessed contributions for RB and PSC
* Monitor financial clearance and review programmable funds and reserves
* Support administration of RB of Technical Cooperation (RPTC) and Innovation and Transformation Fund (ITF)
* Prepare routine administrative tasks supporting planning and budgeting
The Accounts, Payments and Payroll Unit (COR/FIN/APP) handles accounting and payments for RB, OB, TC and other funds; prepares financial statements; manages payroll for personnel and retirees; processes vendor payments; ensures compliance. Responsibilities include:
* Assist with accounting tasks for RB, OB, TC and other funds
* Assist in preparing financial statements for funds and projects
* Assist with payroll processing and travel entitlements payments
* Monitor vendor payments and provide administrative support
The Treasury Unit (COR/FIN/TRS) manages cash holdings, liquidity and financial transactions. Responsibilities include:
* Assist with monitoring and reporting cash holdings
* Support development of long-term cash management policies
* Coordinate with financial counterparts and partners
* Assist with documentation for the Investment Committee
The Technical Cooperation Support Unit (COR/FIN/TCU) provides financial management, monitoring and reporting of TC programmes. Responsibilities include:
* Monitor expenditures and budget allocations for TC resources
* Provide administrative assistance in financial control processes
* Prepare financial reports for TC programmes/projects
* Perform documentation and administrative tasks for TC operations
The Verification and Internal Controls Unit (COR/FIN/FICV) ensures financial oversight and policy compliance, supports Full Cost Recovery (FCR), and assists with policy development and system enhancements. Responsibilities include:
* Support financial oversight and compliance monitoring
* Assist with the FCR framework
* Maintain Bank Master Data (BMD)
* Support policy development and documentation
* Assist with system enhancements aligned with audit findings
Minimum Requirements and Desirable Criteria
Education: Completed higher secondary education (high school diploma or equivalent) is required. Formal administrative/secretarial/clerical training or equivalent is desirable.
Credit towards total working experience may be considered on a year-by-year basis, up to maximum of four years, for a higher degree education (including first university degree or equivalent diploma and/or master’s degree), in a relevant field to the post.
Technical and Functional Experience
* A minimum of eight (8) years of working experience in providing support to managerial/professional staff and using administrative skills to assist in project and programme development and implementation is required.
* Experience in office procedures and practices, preferably within the UN system or in a multicultural environment, is desirable.
* Thorough understanding of finance procedures and practices, preferably within the UN system or in a multicultural environment is desirable.
* Experience with travel entitlements and international accounting standards (IFRS and/or IPSAS) is desirable.
* Experience/proficiency in using Microsoft Office (Outlook, Word, Excel and PowerPoint) is required.
* Experience with SAP or similar ERP software is desirable.
Languages: Fluency in written and spoken English is required. Fluency or working knowledge of another official UN language is desirable.
