MIGA houses the World Bank Group guarantee platform, providing credit guarantees, trade finance guarantees, and political risk insurance. MIGA’s Europe Hub (MIGEA) is recruiting a Senior Business Development Officer (Infrastructure) to originate and advance guarantee opportunities in Europe and Central Asia (ECA), with a focus on infrastructure and project finance, including municipal and state-owned enterprise (SOE) levels and public-private partnerships (PPPs). The position is based in Vienna, Austria, and reports to the Head of Eastern Europe Sub-Region. Duties and Responsibilities - • Originate and develop Paris-aligned infrastructure guarantee opportunities in ECA (e.g., urban mobility, rail, logistics, e-mobility). • Build and manage a pipeline through proactive origination, partner mapping, and client relationship management. • Advance opportunities from concept to underwriting by developing leads, identifying investors/financiers, and coordinating follow-ups. • Serve on underwriting teams, contributing business development input, client engagement, and relationship management. • Prepare briefing notes, background materials, and financial analysis for senior management and project teams. • Draft strategy documents and underwriting papers with clear conclusions and recommendations. • Advise Regional and Global Infrastructure leadership on programmatic and transaction-specific opportunities. • Build and maintain relationships with WBG entities, MDBs, project finance lenders, government agencies, and private-sector clients. • Provide infrastructure market intelligence and sector insights to strengthen client engagement and assess opportunities in ECA. Selection Criteria •Education: MBA or Master’s degree in Economics, Finance, International Business, or related field. •Experience: Minimum 8 years in commercial/investment banking, asset management, credit/guarantee underwriting, or similar. •Technical: Strong financial, credit and/or political risk analysis; sound knowledge of accounting, contracts, and corporate finance. •Guarantees: Experience with MIGA/WBG guarantee products and underwriting processes is highly desirable. •Business development: Strong origination/marketing skills and judgment in identifying partners and opportunities; strong client orientation. •Stakeholder management: Ability to engage independently with senior private-sector clients, financiers/technical partners, and senior government officials; effective in multi-institution collaborations. •Ways of working: Highly organized, proactive, resourceful; delivers high-quality outputs; able to mentor/coaches junior staff; demonstrates integrity and discretion. •Language: English (required); excellent written and oral communication, including persuasive presentations.
