Assignment Background and Scope
ECARIS has submitted a comprehensive Quality Reengineering Proposal outlining a multi-year transformation program aimed at redesigning quality practices end-to-end across the product lifecycle. The client has aligned with this vision and validated the overall transformation approach, including its structuring into distinct and interdependent workstreams.
The transformation is designed to begin with a foundational diagnostic and structuring phase, referred to as Workstream 0.
Positioning of Workstream 0
Workstream 0 constitutes the foundational and structuring phase of the Quality Reengineering Program. Its purpose is to move from a validated transformation vision to a fact-based, operationally grounded, and decision-ready program definition.
Specifically, Workstream 0 is designed to:
* validate, refine, and where necessary challenge the assumptions and structuring choices underlying the ECARIS Proposal, based on an on-the-ground diagnostic;
* translate the high-level transformation vision into a coherent and executable program framework;
* produce a comprehensive Project Charter that will serve as the authoritative reference framework for all downstream workstreams.
The Project Charter may confirm, adjust, consolidate, or reshape the scope, number, and articulation of downstream workstreams.
Assignment Scope and Responsibilities (Summary)
The assignment covers Workstream 0 – Diagnostic and Program Structuring.
Its purpose is not to implement solutions or deploy tools, but to establish a decision-ready framework enabling the client to confidently launch and govern a multi-year transformation program.
The Consultant will:
* conduct an end-to-end diagnostic across quality, lifecycle, engineering, and industrial interfaces;
* assess maturity across QMS, PLM/PLS, firmware/software lifecycle, and supplier quality domains;
* synthesize findings into a structured “as-is” diagnostic and prioritized risk and issue view;
* define a Target Quality Operating Model (processes, governance, roles, control points);
* structure the overall transformation program (workstreams, sequencing, dependencies);
* frame KPIs, planning assumptions, and indicative budget envelopes;
* consolidate all outputs into a comprehensive Project Charter.
Expected Outcomes
At the conclusion of Workstream 0, the client will be able to:
* formally validate or recalibrate the Quality Reengineering Program;
* launch downstream workstreams under a clear governance and execution framework;
* commit resources and budgets based on realistic and substantiated assumptions;
* rely on the Project Charter as the single source of truth for steering the transformation.
Should the Consultant demonstrate strong leadership and mastery in structuring the Project Charter, management may consider retaining the Consultant for downstream workstreams.
Sought Consultant Profile and Qualifications
ECARIS is seeking a senior consultant capable of leading Workstream 0 – Diagnostic and Program Structuring for a complex, multi-year Quality Reengineering Program in an industrial technology environment.

* Quality Management Systems (QMS) design, assessment, and transformation (ISO 9001; IATF-inspired rigor; CAPA; PDCA; audit readiness)
* Quality engineering for electronics and embedded products
* Supplier quality and outsourced manufacturing governance (EMS/CM)
* Product lifecycle and PLM/PLS fundamentals (BoM, ECR/ECO, traceability, DMS)
* Firmware/software lifecycle for connected devices (OTA, versioning, release governance)
* Transformation program structuring (Target Operating Model, roadmap, WBS, governance, KPIs)
* Tooling assessment (PLM, QMS, DMS; ERP/MES interfaces where relevant)
Functional and Program-Level Capabilities
* End-to-end product lifecycle understanding
* Program chartering and executive-level framing
* Financial and resource framing for multi-workstream programs
* Senior stakeholder management in complex industrial environments
