EIB, the European Union's bank, is seeking to recruit for its Chief Financial Controller Directorate (CFC), Corporate Real Estate Department (CRE), Real Estate Development Division (RED), Capital Projects Unit (CP) at its headquarters in Luxembourg, a Construction Manager – Building and Infrastructure Works*.
This is a full‑time temporary position at grade 5.
The existence of this position is linked to the CAPEX Programme which is foreseen until 30/06/2028. The Bank may terminate any employment contract in case the CAPEX Programme ceases to exist.
Purpose
You will manage and coordinate the construction phase for buildings and infrastructure works for the EIB Group’s capital projects, ensuring the delivery of robust, compliant, and integrated delivery of the structural and technical systems in order to support the operational resilience and strategic objectives of the EIB Group.
Operating Network
The EIB Group is implementing its approved Real Estate Masterplan, which includes major capital projects such as the construction of a new building, optimisation of existing facilities, the phased decommissioning of certain rented premises and enhancement of the surrounding Campus landscape, that support a safe, functional and welcoming environment for all users. Within this context, the Capital Projects Unit is responsible for delivering complex building and infrastructure works that ensure operational resilience and compliance with organisational standards.
You will report to the Head of the Capital Projects Unit within the Real Estate Development (RED) Division. The unit currently consists of a Head of Unit and four internal staff members.
The role requires close collaboration with other units in the Division and the CRE Department, as well as key stakeholders across the Bank, including Corporate Security, Group Information Services Directorate, and coordination bodies within the EIB Group. It also involves managing relationships with external contractors, consultants, and service providers.
This position demands strong organisational and planning skills, results orientation, and the ability to manage multidisciplinary projects under tight timelines. Excellent interpersonal and communication skills are essential for engaging with senior stakeholders and external partners. The role also requires a proactive approach to risk management and problem‑solving.
The position is part of a capital investment programme aimed at ensuring the timely and compliant delivery of building and infrastructure works for the new EIB Group facilities. The duration of this position is limited to the project timeline, aligned with the completion of the programme.
Accountabilities
* Plan, implement, and oversee building and infrastructure works for capital projects in line with the department’s vision, real estate strategy, and standards, ensuring timely, cost‑effective delivery without compromising quality.
* Support the projects implementation from feasibility and design to procurement, and manage the execution, and handover – providing regular progress reports to stakeholders.
* Prepare technical specifications and terms of reference for tenders related to civil and MEP works within own area of expertise.
* Ensure compliance with contract terms, building codes, safety regulations, and time and budget commitments.
* Build and maintain effective working relationships with internal stakeholders (Facilities Management, Corporate Security, IT) and external contractors, consultants, and suppliers.
* Manage and adjust contracts for subcontractors and service providers as project needs evolve.
* Maintain accurate, up‑to‑date project documentation, including drawings, reports, and compliance records.
* Identify risks and apply mitigation strategies, addressing issues promptly to protect project objectives.
* Monitor and approve project expenditures, support annual budget planning, and ensure financial control.
* Evaluate contractor performance and ensure work quality meets agreed standards.
* Promote continuous improvement, capture lessons learned and apply best practices in future projects.
* Contribute to project reports, including dashboards, KPIs and activity summaries.
* Provide expert advice and technical input in civil and MEP domains to support decisions and solution design.
Qualifications
* University degree (minimum an equivalent to a Bachelor), ideally in Civil Engineering, Mechanical/Electrical Engineering, Architecture, or a related discipline. Additional studies in project, programme, or construction management are an asset.
* Project Management certification (e.g. PM2, Prince2, PMP/PMI) is highly desirable.
* At least 5 years of relevant professional experience, preferably including the management of large‑scale building and infrastructure projects – ideally in an institutional or public‑sector environment.
* Proven experience in civil works and MEP systems delivery, preferably within complex construction programmes or campus developments.
* Demonstrated ability to coordinate multidisciplinary teams (civil, structural, MEP, safety) and manage diverse stakeholders to achieve integrated project outcomes.
* Proven experience managing contractors and consultants, including negotiation and performance monitoring.
* Familiarity with communication and organisational change aspects of major real estate projects.
* Sound technical knowledge of design and construction processes, including construction site logistics and integration of civil and MEP systems. Expertise in schedule and risk management for construction projects, with ability to provide accurate forecasts and mitigation strategies.
* Sound knowledge of building standards, norms and requirements.
* Good understanding of EIB Group’s mission, vision, strategy, policies, procedures, organisation and objectives.
* Good knowledge of EU procurement regulations and practices is a distinct advantage.
* Experience working within the Luxembourg construction market, including familiarity with local regulations, standards and authorities, would be considered an advantage.
* Excellent knowledge of English and/or French (***) with a good command of the other. (Knowledge of other EU languages would be an advantage).
