The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human

aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence and

security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies,

counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken

by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative

support to the field operations, and, as appropriate, to other institutions.

The Special Representative and Co-ordinator for Combating Trafficking in Human Beings (SR/CTHB) represents the OSCE at the

political level on anti-trafficking issues. The Office of the SR/CTHB assists OSCE participating States in the implementation of

commitments and full usage of recommendations set forth in the OSCE Action Plan to Combat Trafficking in Human Beings. The

Office provides a co-ordinating function among OSCE structures and institutions involved in combating trafficking in human beings

(CTHB) with a focus on the following activities: enhancing the awareness and understanding of THB across the OSCE region;

policy planning and advocacy especially in the area of emerging trends of THB and effective approaches to combating THB; and

direct assistance to participating States in practical and technical areas, at their request.

Tasks And Responsibilities

Under the overall leadership of the Special Representative and the immediate supervision of the Deputy Co-ordinator the successful candidate will be tasked with the following duties:


* Developing and co-ordinating the implementation of the OSCE/CTHB training strategy to support the Organization’s mandate, including planning and delivering in-person, virtual, and simulation-based capacity-building activities. Designing sustainable training programmes, including training-of-trainers (ToTs), tailored to the needs of practitioners across sectors and regions.
* Overseeing the creation and maintenance of systems to track training activities and maintain a repository of relevant materials. Supporting the identification of training needs and gaps, and promoting coherence and complementarity across OSCE-led and partner-led initiatives.
* Contributing to the design, implementation, and oversight of thematic programmes and extra-budgetary projects, particularly in the areas of prosecution and child protection. Supporting the full project cycle, including formulation, implementation, monitoring, donor engagement, and reporting, in coordination with relevant internal and external stakeholders with a sustainability view.
* Preparing briefings, speaking points, and background materials for high-level meetings and public engagements. Supporting outreach and visibility efforts to communicate the impact and scope of anti-trafficking work across the OSCE.
* Providing supervision and guidance to junior staff, project assistants, consultants, and subject-matter experts involved in programme implementation and training delivery.
* Facilitating activities under portfolio coordination with internal stakeholders, including executive structures and field operations, as well as with external partners such as international organizations and civil society. Supporting the planning and implementation of joint activities and ensuring alignment with institutional priorities.
* Contributing to the development and application of monitoring and evaluation tools to assess the effectiveness of capacity-building efforts and programmatic interventions. Supporting reporting obligations and follow-up actions related to donor-funded projects.
* Performing other related duties as assigned.

Necessary Qualifications

* Second-level university degree in international relations, international development, human rights law, social or political sciences, educational sciences. A first-level university degree in combination with two additional years of relevant experience will be accepted in lieu of the second-level university degree.
* A minimum of five years (seven years with a relevant first-level degree) of progressively responsible relevant professional experience with an international organization, NGO or government agency on CTHB or in closely related fields;
* Demonstrated experience programme administration
* Demonstrated experience in design and implementation of training materials, including the development of manuals, tools, and conducting capacity building activities; practical (field) experience in training, programme assessment, planning, design, implementation, management, monitoring and evaluation, including at least three years at the international level, or alternatively at least three years of employment experience in a full-time anti-trafficking position;
* Excellent communication skills, experience in networking and managing a high number of contacts;
* Demonstrated organizational, analytical and administrative sills, as well as resourcefulness, initiative, maturity of judgement and team spirit.
* Computer literate with practical experience in Microsoft applications
* Professional fluency in English with excellent communication (both oral and written) skills. Knowledge of other OSCE official languages is desirable.
* Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
* Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package

Monthly remuneration is around EUR 7,800.00, with the actual monthly salary depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria. Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment

The OSCE is a non-career organization committed to the principle of staff rotation, therefore the maximum period of service in this post is seven years.

Please be aware that OSCE appointments are subject to medical clearance.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
