Overview
Country Manager - Latin America and the Caribbean (LAC)
Role for leading and overseeing the identification, development, appraisal and implementation of Public Sector projects in the portfolio countries within Latin America & the Caribbean. The position contributes to policy development, strategy and the deployment of financing resources in the portfolio, and leads relations with portfolio countries and partners, in coordination with the Director.
Responsibilities
* Policy development and implementation: conduct regular assessments for assigned portfolio countries to support short-to-medium term strategies and align with the regional business plan.
* Lead and coordinate the preparation of country partnership strategies and country business plans; ensure annual work plans align with regional and departmental objectives, targets and KPIs.
* Coordinate collaboration with the Director and other departments on project, strategy and policy matters; oversee the execution of annual work plans for the portfolio.
* Project cycle and development: contribute to pipeline development, source projects and co-financing opportunities, evaluate financing opportunities and assist with initial risk and financial assessments.
* Participate in project appraisals (technical, economic, ESG) and manage full project life cycle from identification to loan signing and disbursement, ensuring timely legal documentation and compliance with covenants.
* Support project implementation, facilitate procurement and disbursement processes, and coordinate with project management teams to resolve implementation issues and capture lessons learned.
* Capacity building, knowledge sharing and supervision: support annual work programs and budgets; contribute to institution building and knowledge sharing; coach analysts and interns; enter and validate data in MIS/SAP/EDMS.
* Partners and relationships management: maintain and develop partnerships with governments, executing agencies and DFIs to expand strategic collaborations; maximize opportunities for co-financing.
* Perform other duties as required by the Director relevant to the area of responsibilities.
Qualifications and Experience
* Master’s degree or equivalent in Economics, Finance, Engineering or related field.
* Minimum five (5) years of relevant professional experience; preferably at least two (2) years in an international development institution.
* Fluent in English and Spanish; knowledge of Arabic or French is an added advantage.
