Overview
The Danish Refugee Council (DRC) is a leading NGO focused on displacement response. Since 2004, DRC has delivered life-saving programming in protection, emergency response, shelter, food security and livelihoods, disaster risk reduction, camp management, and humanitarian mine action. Projects have been implemented in Central Darfur, South Kordofan, Gedaref, Port Sudan, and White Nile. Sudan hosts one of the largest displaced populations in Africa, with over 3.7 million internally displaced people and over 1.1 million refugees from multiple countries. Sudan faces political crisis, economic and social turmoil, and disease outbreaks that impact humanitarian needs.
POSITION PROFILE
Under the supervision of the WASH Team Leader, the WASH and Hygiene Assistant will be responsible for ensuring high quality and timely delivery of all WASH-related Hygiene Promotion activities, contribute to DRC’s objective of improving WASH to beneficiaries’ communities through safe water and sanitation access, and promote positive behavior change in hygiene practices in the project area (Gadaref). The role supports the complementarity of WASH hardware and software to address needs in targeted communities and assists in WASH emergency preparedness and response activities, including organizing and supervising volunteer teams, monitoring water quality/chlorination, supporting construction teams, assessing and designing interventions, and day-to-day project implementation supporting IDPs and host communities.
They will plan daily technical activities and provide training to community health volunteers (CHVs), CHPs, and WaSH Committees, oversee implementation and monitoring of hygiene promotion activities, and engage communities in hygiene awareness across personal, water, food, and environmental hygiene.
Duties & Responsibilities
Main Duties
* Ensure that hygiene promotion activities are implemented based on DRC and SHPERE WASH quality standards.
* Daily monitoring and recording of field activities related to WASH-Hygiene promotion and track progress against plans.
* Provide weekly (or as needed) written and oral reports to the line manager.
* Assist the MEAL team in monitoring and evaluation and document project lessons.
* Cooperate with trained groups through regular meetings, supervision, and documenting activities conducted by trainees.
* Communicate environmental, food, and water hygiene techniques to target households/communities; integrate hygiene activities with Protection, CCCM, EcRec, and Emergency teams.
* Coordinate with local authorities (SMoH, HAC) and communities; report meeting outcomes to the line manager.
* Facilitate community engagement in designing and delivering essential WASH services and facilities; conduct community mobilization and liaise with stakeholders.
* Organize community hygiene and sanitation campaigns, sessions, focus groups, and meetings with key informants.
* Arrange and manage WASH IEC materials; liaise with Logistics and report shortages to the line manager.
* Support WASH-NFI distributions, organize distributions per line manager guidance, provide stock counts, and ensure proper usage and records of recipients.
* Attend field-based WASH Cluster meetings as requested.
* Support WASH in emergencies (floods, public health outbreaks) planning and response interventions as required.
* Work toward achieving goals through effective supervision and teamwork.
* Plan, monitor, and supervise CHVs engaged in hygiene promotion to ensure quality implementation.
* Build capacity of community hygiene volunteers and monitor to ensure deliverables meet standards.
Program - Infrastructure
* Assist in assessment, design, BoQ preparations, setup, planning, and implementation of WASH projects as part of the team.
* Follow up water chlorination/testing at water points and households; maintain the water chlorination/testing database for review.
* Daily update and management of data-gathering and tracking tools used to monitor the project.
* Ensure the DRC Code of Conduct is understood, acknowledged in writing, and followed by project staff and volunteers; report infractions promptly.
Reporting/Communication
* Keep files and monitoring archives accessible to the line manager.
* Participate in seminars and training relevant to sensitization activities and project objectives.
* Report to the line manager on activity evolution, problems, beneficiary relations, and community involvement.
* Maintain contact with population and local authorities to understand needs, complaints, and events that impact DRC activities.
* Share information about DRC activities or accessibility challenges that may hinder service delivery.
* Coordinate with S-MoH, local authorities, communities, and other stakeholders.
Skills and Experiences
* Preferred: university degree in Public Health, Environmental Health, Water/Civil Engineering, or related technical field.
* Minimum 1-2 years’ relevant humanitarian experience in Public Health, Hygiene Promotion, Community Mobilization, Engineering, or WASH.
* Knowledge of Hygiene Promotion activities, supervising WASH implementation, and sanitation approaches (CLTS, PHAST, SBCC, CHAST).
* Experience working with local communities, IDPs, and refugees.
* Understanding of gender, disability inclusion, and accountability to affected populations in WASH programming.
* Good communication skills; experience with communities; proficient in English and Arabic (written and spoken).
* Computer skills (Word, Excel, PowerPoint) and basic report-writing ability.
Educational Qualifications
At least a high school degree; university degree is preferred in Public Health, Environmental Health, Water/Civil Engineering, Project Management, Public Administration or related fields.
