Position Overview
This position provides leadership and oversight of procurement, accounts payable, accounts receivable, and policy compliance activities for the department’s various funds. The role reports to the finance manager and may offer telework options after the first year.
Key Responsibilities
1. Prepare and oversee the agency’s complex budget processes.
2. Manage a team performing financial activities.
3. Assist in developing and compiling budgets.
4. Direct budgeting, purchasing, and payment activities for grants and financial operations.
5. Develop and implement fiscal policies and procedures.
6. Oversee audits and ensure compliance with regulations.
Qualifications
Extensive knowledge of governmental budgeting, financial management, grant, and contract management. Ability to plan and utilize resources effectively.
Minimum Requirements
Graduation from an accredited four-year college with a degree in accounting, business, public administration, or related field, plus four years of professional financial experience. A master’s degree or CPA may substitute for one year of experience.
Certificates and Special Requirements
* CPR and AED certification within 60 days.
* Background checks, including criminal, child protective services, and credit checks.
* Emergency/essential services personnel expected to report during emergencies.
* Flexible work schedule and overtime as needed.
Preferred Qualifications
* At least five years supervising financial staff.
* Seven or more years managing accounts receivable/payable, procurement, and accounting in local government.
* Experience with Enterprise Resource Planning systems.
Physical and Other Requirements
Mostly sedentary work in an office, with occasional physical activity and outside duties. Must communicate effectively and have visual acuity for computer work.
Selection Process
Includes panel interview and possibly a practical exercise.
