Position Summary
The National Best Practice Unit for Tackling Indigenous Smoking (NBPU TIS) supports regional tobacco and vaping grant recipients in their efforts to reduce the rates of smoking among our Indigenous people. The Program Manager plays a key role in overseeing the support provided to TIS regional grant recipients to connect them with quality resources, tools, and information. The Program Manager will work closely with the Executive Program Lead to ensure development and delivery of evidence-based support to regional grant recipients is established and maintained.
Responsibilities
Team Leadership and People Management
* Lead, coach and support a team of Program Officers to achieve program goals and maintain high performance standards.
* Conduct regular one-on-one meetings and performance check-ins with team members, providing feedback, guidance and professional development opportunities.
* Oversee the allocation and prioritisation of work across the Program Officer team to ensure balanced workloads and timely delivery.
* Foster a positive, collaborative and culturally safe team environment that values respect, inclusion, learning and accountability.
* Identify staff training and development needs and coordinate learning opportunities in line with career goals and organisational priorities.
* Support new staff induction, mentoring and ongoing capability building within the team.
Strategic and Program Support
* Work closely with the Executive Program Lead to translate strategic priorities into operational plans and team deliverables.
* Provide advice and support to the Executive Program Lead on emerging issues, risks, and opportunities relating to program delivery or team performance.
* Contribute to strategic planning, annual reporting, and program evaluation to ensure continuous improvement and alignment with NBPU TIS objectives.
* Act as delegate or representative for the Executive Program Lead when required.
Quality, Governance and Collaboration
* Ensure consistency and quality of support provided to grant recipients across all team members.
* Promote best practice approaches, standardised processes and shared learnings within the team.
* Lead internal team meetings, planning sessions and reflection activities to support continuous improvement.
Stakeholder and Relationship Management
* Working with regional grant recipients to develop and deliver tailored support to assist them to meet the goals of the Tackling Indigenous Smoking program
* Assisting in identifying, sourcing and if necessary, designing workforce developmen
* Establishing and maintaining good working relationships with NBPU team members, consortium members, grant recipients, expert providers, other Ninti One staff and departmental staff.
* Assisting the Executive Program Lead NBPU TIS to:
o develop the annual action plan and to report on progress.
o liaise with grant recipients.
o develop specific programs or initiatives to improve outcomes
o liaise with other consortium members on a day-to-day basis
* Contributing to a team culture that engenders cooperation with end-users, partners and across disciplines and cultures.
Reports and Evaluation
* Overseeing the work with regional grant recipients to assist them to develop and implement performance monitoring and impact assessment activities to demonstrate progress towards achieving TIS program goals.
* Overseeing the production of reports, papers, and presentations of high quality and in a timely way.
* Maintaining ethical standards in the conduct of program activities, especially in observing ethics and intellectual property protocols established by Ninti One to achieve effective practice in work with Aboriginal and Torres Strait Islander organisations and communities.
* Develop plans for those grant recipients who need additional support to assist them in meeting the goals of the Tackling Indigenous Smoking program
* Develop and maintain program documentation, including reports and status updates.
* Identify areas for process improvement and implement changes for greater efficiency
* Oversee the NBPU TIS response to TIS 6 monthly Performance Report in a timely manner.
Qualifications & Experience
* Proven experience in managing programs or projects in a community or health ideally with a focus on Aboriginal and Torres Strait Islander health or wellbeing
* Demonstrated experience leading and managing a diverse team to achieve program outcomes, including coaching, mentoring, and performance.
* Knowledge of the Tackling Indigenous Smoking (TIS) program will be highly desirable but not essential

* Communication: Exceptional written and verbal communication skills, with experience preparing clear reports, briefings, and presentations for diverse audiences.
* Program Design & Delivery: Strong understanding of evidence-based approaches to health promotion, community engagement, and capacity building.
* Monitoring, Evaluation & Learning: Ability to oversee and interpret data and evaluation findings to support decision-making and continuous improvement.
* Problem Solving & Decision Making: Demonstrated ability to analyse complex issues, exercise sound judgement, and develop practical solutions collaboratively.
* Cultural Competence: Deep respect for and understanding of Aboriginal and Torres Strait Islander cultures, and commitment to working in culturally appropriate and safe ways.
* Organisation & Planning: Highly organised, able to manage multiple priorities, delegate effectively, and deliver within deadlines.
* Digital & Administrative Competence: Proficient in Microsoft Office suite and online collaboration tools; comfortable managing workflows, documentation, and reporting systems
Special Requirements
* To be eligible for employment with Ninti One applicants must be an Australian citizen
* Obtain and satisfy a national police history check
* Obtain a working with children and vulnerable people check
* Travel intra/interstate to remote and/or very remote locations will be required
* Be a non-smoker and non-vaper - this position is funded by the Tackling Indigenous Smoking and Vaping Program (TIS)
