Duties and Responsibilities
* Review project documentation, activity reports (e.g., CATS reports), monitor data (survey outcomes), and communication materials provided by the GRACE team and analyze results.
* Prepare for and conduct 8–12 stakeholder interviews (UNODC staff, youth, partners, educators – the list of interviewees is to be agreed upon with UNODC).
* Identify and develop 2–4 individual impact stories for each of the three GRACE pillars (education/research/academia – EDUCATE, youth empowerment – EMPOWER, cooperation – CONNECT) and discuss/present to the GRACE team.
* Produce a 12–15 page impact assessment suitable for external dissemination.
* Produce a two-page summary of the report, highlighting the key findings, for easy dissemination to prospective donors and a PowerPoint presentation (to be used to present findings to external stakeholders).
* Ensure all outputs meet the satisfaction of the Crime Prevention and Criminal Justice Officer leading the GRACE initiative, in accordance with pre‑agreed indicators pertaining to deliverables, quality of work, and timeliness, while demonstrating a cooperative working relationship and openness to suggestions.
Background of the assignment
The United Nations Office on Drugs and Crime (UNODC) is the global leader in the fight against drugs, organized crime, corruption and terrorism with widely recognized expertise and specialization on issues pertaining to international cooperation in criminal matters. Established in 1997 through a merger between the United Nations Drug Control Programme and the Centre for International Crime Prevention, UNODC operates in all regions of the world through an extensive network of field offices. The work of UNODC is guided by a broad range of international legally binding instruments and a set of United Nations standards and norms on crime prevention and criminal justice. UNODC, as guardian of the United Nations Convention against Corruption (UNCAC) and secretariat to the Conference of the States Parties to the Convention, has the mandate to provide support and technical assistance to States parties to effectively implement the Convention. The backbone for UNODC anti‑corruption work is the normative framework provided by UNCAC. UNODC possesses extensive experience and in-depth substantive expertise, delivering and adapting technical assistance to Member States upon request and working with a variety of national, regional and international stakeholders. Moreover, UNODC possesses substantial experience in developing technical tools, and disseminating and facilitating exchange of good practices in the fight against corruption. In December 2021, UNODC launched the Global Resource for Anti-Corruption Education and Youth Empowerment (GRACE) Initiative to promote further the role of education and youth empowerment in preventing and countering corruption. The GRACE Initiative builds on UNODC’s successful experience in the field of education, bringing to the international community knowledge and experience gained from working with educators, academics, youth and anti-corruption authorities to foster a culture that rejects corruption. Since it’s launch, the GRACE Initiative has pilot-tested innovative methodologies and activities in the area of anti-corruption education and youth empowerment and strengthened the involvement of non-governmental stakeholders in anti-corruption work, in line with article 13 of UNCAC and the GRACE initiative’s three pillar approach. In this context, UNODC is seeking a consultant who will carry out the following main assignments.
Purpose of the assignment
The purpose of the assignment is to produce a concise impact assessment to serve as an advocacy and fundraising tool. The assessment should demonstrate results, highlight achievements and present human‑interest impact stories showcasing the value of GRACE's interventions.
Specific outputs
Under the overall supervision of the OIC of TSS/CEB/DTA and the direct supervision of the designated Crime Prevention and Criminal Justice Officer leading the implementation of the GRACE initiative, and in coordination with other CEB officers and consultants as necessary, the consultant will perform the following substantive tasks:
* A. Review project documentation, activity reports (e.g., CATS reports), monitor data (survey outcomes), and communication materials provided by the GRACE team and analyze results.
* B. Prepare for and conduct 8–12 stakeholder interviews (UNODC staff, youth, partners, educators – the list of interviewees is to be agreed upon with UNODC).
* C. Identify and develop 2–4 individual impact stories for each of the three GRACE pillars (education/research/academia – EDUCATE, youth empowerment – EMPOWER, cooperation – CONNECT) and discuss/present to the GRACE team.
* D. Produce a 12–15 page impact assessment suitable for external dissemination.
* E. Produce a two-page summary of the report, highlighting the key findings, for easy dissemination to prospective donors (synthesize results and provide donor-friendly messaging) and a PowerPoint presentation (to be used to present findings to external stakeholders).
Qualifications / skills
* An advanced university degree (Master’s degree or equivalent) in law, political science, public administration, economics, criminology or another related field, is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
* A minimum of seven (7) years of progressively responsible experience in evaluation/impact assessment, anti-corruption related research is required. Previous experience in conducting impact assessments and/or evaluations of projects (preferably related to anti-corruption or rule of law) is required.
* Experience in developing reports and communication material for external stakeholders is required.
* Previous experience working in the area of anti-corruption education and youth empowerment is desirable.
* Familiarity with UNODC’s anti-corruption education resources and approaches is desirable.
* Previous experience with the United Nations is desirable.
* Extensive knowledge of evaluation and impact assessment methodologies is required.
* Experience in developing communication products for donor outreach is required.
* Excellent verbal and written communication skills are required.
Languages
* English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.
