This selection exercise may be used to generate a roster of pre-approved candidates to address future staffing needs for similar functions in any of the Departments and Offices of the Organization.

Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors and technical staff responsible for a wide range of activities including: developing safeguards concepts and approaches, maintaining safeguards equipment, providing analytical and laboratory services for sample analysis, collecting and evaluating safeguards-relevant information, providing ICT infrastructure and services, and providing programme coordination support.

The Division of Information Management (SGIM) implements methodologies for the collection, processing and analysis of safeguards-relevant information, including declarations submitted by States, evaluations from samples or measurements, and information from open sources including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis to support infield activities and provide input to the State evaluation process.

Main Purpose

Reporting to the Section Head and in close collaboration with the Senior Safeguards Analyst (Open Source), the Safeguards Information Analyst (Open Source) collects, processes and analyses the most comprehensive set of safeguards-relevant open source information to be consolidated with other types of information available to the Department of Safeguards. These analyses contribute to the State evaluation process and the preparation of field activities.

Role

The Safeguards Information Analyst (Open Source) is: 1) an analyst contributing to the strengthened safeguards system by working with staff to collect, process and analyse open source information in support of the safeguards verification mission; 2) a team member or contributor to various projects, including State evaluation; and 3) a leader of analytical project teams, addressing analytical or tools development tasks and advising other Divisions on information collection, processing and analysis.


Functions / Key Results Expected

Participate in State Evaluation Groups for assigned States and contribute to the State Evaluation process by identifying, processing and evaluating the quality and reliability of safeguards-relevant information, including open-source data, nuclear material accounting data, satellite imagery and environmental sampling data.

Conduct analyses of open source information relevant to the verification mission, including scientific and technical sources and nuclear trade and procurement data.

Assist in the evaluation of State declarations, including Additional Protocol declarations, where appropriate, for assigned States.

Conduct further research on identified issues by acquiring additional relevant information, applying analytical methodologies, and documenting results in analytical reports.

Ensure effective and timely communication and dissemination of analytical results to Operations Divisions and other departmental counterparts.

Lead and participate in project teams in accordance with the Divisional annual work plan.

Qualifications, Experience and Language skills

* Bachelor's Degree in science (e.g., physics, chemistry), technology related to nuclear/non-proliferation, or relevant field.
* Minimum of five years of experience in nuclear non-proliferation or safeguards information collection and analysis, or related nuclear research.
* Experience in information collection, processing and analysis techniques, including advanced text retrieval techniques and databases.
* Experience with advanced software for information analysis is an asset.
* Excellent English, both oral and written. Knowledge of other official IAEA languages is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual base salary starting at US $70,212, a variable post adjustment (currently US $39,249), dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks’ annual leave, home leave travel, pension plan and health insurance.

* Staff may be assigned to any location.
* Professional and higher category appointments are subject to IAEA rotation policy; maximum tour of service typically seven years.
