This selection exercise may be used to generate a roster of pre-approved candidates to address future staffing needs for similar functions in any of the Departments and Offices of the Organization.

Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.

Main Purpose

Under the supervision of the Team Leader and Section Head, to contribute to the IAEA's overall objective to maintain and further develop an effective and efficient verification system through the development and implementation of statistical methodologies and tools for safeguards.

Role

The Safeguards Information Analyst (Environmental Sampling) is: 1) a specialist, providing statistical methodologies and tools and statistical evaluations of safeguards data, preparing routine and special evaluation reports on verification results, quality of measurements, effectiveness of verification activities and consistency of sampling results with nuclear fuel cycle materials and processes; and 2) a team member, collaborating with colleagues to identify the best methods for verification activities and the timely interpretation and evaluation of analysis results on the basis of State declarations and verification data.

Functions / Key Results Expected


* Contribute directly to the IAEA's ability to draw timely and sound safeguards conclusions through, inter alia, timely acquiring and processing of information from State declarations and verification activities and obtaining satisfactory and timely responses to questions regarding the correctness and completeness of State declarations and the implementation of safeguards measures.
* Evaluate data consisting of accounting records from about 100 nuclear fuel cycle facilities and verification results from environmental samples (ES), destructive analysis (DA) samples and non destructive assay (NDA) measurements, based on information about nuclear material and activities, and using nuclear fuel cycle modelling tools and statistical evaluation tools.
* Prepare reports on the results of such evaluations, recommending follow-up actions when appropriate, participate in the preparation of verification sampling plans, and contribute to improvements in sampling procedures.
* Compare and reconcile measurement data from multiple laboratories and analytical techniques.
* Relate analytical results to nuclear or non-nuclear material in order to identify the associated nuclear activity.
* Implement nuclear fuel cycle modelling tools and databases within the Division.
* Provide support on software testing of evaluation tools and approaches.
* Document and report data evaluation results to Divisions in the Safeguards Department.
* Assist in the development of sampling campaigns and ensure the efficient and effective implementation of the environmental sampling programme for safeguards.
* Participate in the State evaluation process and contribute to State evaluation reports (SER).
* Identify user requirements, suitable algorithms and designs for software components and databases to support verification activities and the timely evaluation of results.
* Perform safeguards inspections, carry out complementary access and undertake other in-field verification activities on a limited basis.
* Participate in conferences, seminars and training programmes as instructor for the team's areas of competence.

Nuclear Science Nuclear Sciences and Applications Knowledge of the analytical methods used to determine nuclear material quantities and composition in order to accurately interpret the results of verification data related to the nuclear fuel cycle.

Qualifications, Experience And Language Skills

* Bachelor's Degree - University degree in chemistry, physics, nuclear engineering or a related discipline.
* Minimum of five years of working experience relevant to nuclear fuel cycle analysis.
* Experience in evaluating nuclear data sets and modelling of nuclear processes.
* Experience in analytical methods used to determine nuclear material quantities and composition an asset.
* Experience in software development and maintenance, in particular for mathematical/statistical, scientific and/or data visualization applications (e.g. EXCEL, Mathematica, Matlab, .SAS, Statistica, databases: ORACLE, MS SQL Server) an asset.
* Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 36580*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses ; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
