Background:
The OSCE Mission in Kosovo is committed to supporting the Assembly of Kosovo (AoK) in enhancing its institutional performance and responsiveness through strategic planning and long-term visioning. Building on its current Strategic Development Plan (SDP), the Assembly aims to develop a forward-looking SDP for the period. The new strategy will reflect evolving priorities, foster institutional modernization, and strengthen parliamentary functions in line with international standards.
To support this process, the OSCE Mission in Kosovo will engage a qualified local expert, who will work in cooperation with an international expert. The local expert will contribute with detailed inputs on the political, institutional and legal developments, as well as with the identification of the diverse interlocutors which would contribute to the inclusivity of the entire process. The two experts will coordinate their efforts and complement each others work, bringing together international best practices and in-depth knowledge of the local institutional and political context.
The aim of this assignment is to provide expert support to the AoK in developing its SDP through a participatory, evidence-based, and results-oriented process. The SDP will serve as a roadmap for institutional development over the next five years, enhancing the Assemblys legislative, oversight, and representative functions. It will provide a clear, measurable, and actionable framework for institutional strengthening and development.
Furthermore, the strategy will emphasize inclusion of under-represented groups in public life and decision-making. It will incorporate cross-cutting priorities such as gender equality, youth empowerment, and non-majority community inclusion, aligning with the Assemblys broader commitment to the Sustainable Development Goals: SDG 5: Gender Equality; SDG 10: Reduced Inequalities; SDG 16: Peace, Justice and Strong Institutions.
All outputs, including the final SDP, shall be the property of the Assembly of Kosovo and the OSCE Mission in Kosovo. The consultant shall treat all information obtained during the assignment as confidential and shall not use or share it without prior written consent.
Objective of Assignment:
Providing expert support to the AoK in developing the Assemblys Strategic Development Plan through a participatory, evidence-based, and results-oriented process.
Duration of Assignment:
The Consultant will be hired for 25 working days.
Tasks and Responsibilities:
Conduct a desk analysis on the political and institutional context in Kosovo
1. In coordination with the international expert, provide a contextual analysis of recent political, institutional, and legislative developments that would be included in the strategic planning process.
2. Contribute to the development of the Inception Note and Workplan by advising on the political and institutional context, relevant stakeholders, and sequencing of activities.
3. Input submitted for review and approval to the OSCE/ Activity manager.
Stakeholder Engagement and Mapping
4. Coordinate with the Assembly of Kosovo to identify and engage key internal and external interlocutors.
5. Lead the identification of other external interlocutors, community leaders and representatives, civil society, and representatives of international organizations.
6. Support the international expert in organizing and conducting consultations (interviews, roundtables, focus groups).
7. Draft selected sections of the stakeholder consultations, in coordination with the international expert, which will be further integrated into the Consultation Summary Report.
Co-drafting of the Strategic Development Plan -
8. Co-author selected sections of the SDP, especially those requiring in-depth understanding of local governance structures, political context, and institutional challenges.
9. Provide inputs to the formulation of the Strategic Objectives, Expected Results, and Priority Development Areas reflecting on political, institutional and legislative developments.
10. Ensure the strategic framework reflects legislation, Assembly procedures, and the institutional culture.
11. Input submitted for review and approval to the OSCE/ Activity manager and the Assembly of Kosovo
Validation Workshop
12. Provide support in the design and facilitate a participatory validation workshop with AoK stakeholders.
13. Assist the International expert in organising the presentation of the first draft of the SDP and collect structured feedback.
14. Provide inputs during the process of preparing the brief summary report outlining the feedback received, as well as incorporate necessary adjustments, if requested.
Final Report Contribution
15. Provide input to the final version of the SDP to ensure alignment with AoK internal procedures, terminology, and implementation capacity.
16. Regular communication and coordination
17. Maintain regular communication and coordination with the OSCE, the international expert engaged, and the AoK.
Deliverables:
A desk-based contextual analysis of recent political, institutional, and legislative developments in Kosovo, prepared in close coordination with the international expert, to inform the strategic planning process.
Contributions to the Inception Note and Workplan, providing advisory input on the political and institutional context, identification of relevant stakeholders, and sequencing of activities.
All deliverables shall be submitted to both the OSCE and the international expert within 20 days of contract signature.
Stakeholder mapping of key Assembly interlocutors, external actors, community leaders, civil society, and international organizations.
Support to the international expert in organizing and conducting consultations (interviews, roundtables, focus groups).
Draft inputs for selected sections of the Consultation Summary Report.
Submission of all outputs to the OSCE Activity Manager and the international expert for review. All deliverables to be submitted within 40 days of assignment start.
Co-authored sections of the SDP requiring in-depth knowledge of governance structures, political context, and institutional challenges.
Inputs to the formulation of Strategic Objectives, Expected Results, and Priority Development Areas, aligned with political, institutional, and legislative developments.
Review to ensure the strategic framework reflects Kosovo legislation, Assembly procedures, and institutional culture.
Submission of all drafted sections and inputs to the OSCE Activity Manager and the Assembly of Kosovo for review and approval.
All deliverables to be submitted within 60 days of assignment start.
Support in the design and facilitation of a participatory validation workshop with AoK stakeholders.
Assistance to the international expert in presenting the first draft of the SDP and collecting structured feedback.
Inputs to the brief summary report on feedback received, including incorporation of adjustments as requested.
Submission of workshop-related outputs to the OSCE Activity Manager and the Assembly of Kosovo for review.
All deliverables to be completed within 70 days of the contract signature.
Inputs to the final version of the SDP to ensure consistency with AoK internal procedures, terminology, and implementation capacity.
Submission of final inputs to the OSCE Activity Manager and the Assembly of Kosovo for review and approval.
Deliverables to be submitted within 80 days of contract signature. Regular status briefs and updates are provided at all stages throughout the process, upon request of the OSCE/ activity manager.
Necessary Qualifications:
18. Advanced university degree in political science, public policy, international development, or a related field;
19. Minimum 3 years of relevant experience in strategic planning, preferably with parliaments or legislative institutions;
20. Demonstrated knowledge of good governance, institutional reform, and parliamentary development in Kosovo;
21. Strong facilitation and drafting skills, with experience in leading the validation workshop;
22. Excellent command of English and Albanian (written and spoken); knowledge of Serbian is an asset;
23. Experience in drafting policy papers, strategies, action plans and similar documents;
24. Strong analytical and communication skills;
25. Outstanding writing and reporting skills;
26. Experience in conducting interviews, focus group discussions, and surveys for primary data collection;
27. Capacity to co-ordinate with a multitude of interlocutors to ensure comprehensive data collection;
28. Capacity to work and coordinate with international expert;
29. Full professional fluency including excellent drafting and analytical skills in English language.
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
