Organizational Setting
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing, and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat, and for managing central ICT services. The IAEA's ICT infrastructure comprises hardware, software platforms, and cloud and externally hosted services. The Division has implemented an IT service management model based on ITIL and Prince2 best practices.
Main Purpose
IAEA aims to implement its inaugural Data Strategy, focusing on creating a data catalogue and identifying and analysing data use cases across all business programs. This initiative is pivotal for strengthening our data governance process and augmenting the business impact of our data assets. Concurrently or sequentially, a project on assessing our Data Integration Architecture and Governance is being undertaken to reinforce insights between the projects.
Functions / Key Results Expected
1. Align data strategies: Under the supervision of the Chief Data Officer (CDO), ensure data strategies align with organizational objectives, utilizing statistical and computational techniques to extract insights from large datasets. Create, implement, and deploy AI solutions considering scalability, reliability, and security.
2. Data analysis and collaboration: Work closely with data engineers/architects to define data requirements, apply advanced analytical methods, machine learning, and deep learning algorithms to identify patterns and trends, perform data cleaning, statistical analysis, and create visualizations for stakeholders.
3. Support decision-making: Provide actionable, data-driven recommendations, conduct exploratory data analysis, develop statistical predictive models using data mining techniques such as regression, neural networks, decision trees, and experimental design.
4. Develop big data applications: Design and develop applications for predictive analytics and machine learning, utilizing programming languages like R or Python and database querying languages.
5. Interpret data: Consolidate large information sets into actionable insights, communicate results effectively, and establish governance of data and algorithms used for analysis and automated decision-making.

Qualifications and Experience
* Advanced University Degree in Computer Science, Data Management, Data Analytics, Statistics, Engineering, or related fields. Alternatively, a University Degree with two additional years of experience.
* Minimum of five years of experience in AI data science, ML engineering, or data analytics.
* At least two years designing and implementing AI solutions focusing on machine learning, recommendation systems, NLP, or data mining.
* Proven experience with programming languages such as SQL, Python, and R.
* Experience with data analysis and visualization tools like Tableau, Power BI, and Excel.
* Expertise in statistical analysis techniques and concepts.
* Knowledge of data visualization best practices.
* Strong analytical and problem-solving skills.
* Familiarity with data modeling and data warehousing.
* Ability to work with large datasets through data cleaning and transformation techniques.
* Excellent communication skills in English; knowledge of other IAEA official languages is an asset.
Remuneration
The daily fee for this consultancy is up to €340, based on qualifications and experience. Travel costs and subsistence allowances are provided if travel is required. Health coverage and pension are the responsibility of the incumbent.
