What is the role?
Property Operations maintain buildings, infrastructure and assets (Properties) to accommodate the AFP’s workforce and law enforcement partners, providing national and international policing capabilities. Properties are administrated within a broad Property Portfolio which consists of domestic and international properties (leased/owned).
Property Operations provide a wide range of facilities management services through the AFP’s WoAG Service Provider for Property Services (PSP). Management of the PSP is second to ensuring properties are safe for AFP members, law enforcement partners and visitors. The PSP provides the following core services; facilities management, leasing administration for international and domestic leasing, financial administration and reporting, building inspection/condition assessments and coordination/resolution of out of hours property related issues.
The role of Facilities Manager - Property Operations (FM) working to Senior Team Leader National Facilities Team is to initiate, oversee, monitor and report on the operation of the AFP’s Property Portfolio within resourcing constraints, funding and performance expectations. The FM must perform their duties within the AFP’s governance, reporting and performance frameworks.
Through the application of their industry expertise, a key performance indicator for the role is delivering the best outcome for the AFP through direct management of external service providers, including WoAG PSP, Utilities Providers and Commonwealth and State/Territory Government Departments.
The FM must develop and maintain productive working relationships with stakeholders at a range of levels by drawing upon their professional disciplines, excelling under pressure, demonstrating their excellent ability to make sound decisions and use judgement across a range of issues.
The FM must also have contemporary industry-based facilities management experience and expertise in contract management, procurement and negotiation. The FM works in a fast-paced environment and requires the capacity to think strategically, identify opportunities and prioritise effort. It, therefore, requires a proactive and pragmatic attitude and high levels of organisational skills, self-drive and initiative.
The FM will be able to manage risk and work effectively under pressure in a changing environment, to deliver high-quality advice and outcomes. Leading and mentoring all members of the team to provide succession planning opportunities is also expected to be undertaken as part of fore filling the expectations of this role.
The FM is required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments. It is expected that the FM will deliver on the core responsibilities and meet all the requirements of the position as outlined below.
What will you do?
* Manage facilities to provide safe working environments for AFP members, law enforcement partners and visitors.
* Apply industry expertise and experience to ensure the appropriate, safe, efficient and economical operation of facilities and associated infrastructure.
* Oversight of Building Compliance Reporting/Auditing/Develop and Implement action associated with the Hazardous Material Action Plan
* Oversee office relocations, attendance at associated meeting, inspect and record performance of trades/services, support and gain feedback from business area
* Escalation point for operational, WHS issues and related property matters.
* Pursue, develop and nurture internal and external professional networks and collaborative working relationships to ensure the efficient and effective management of the AFP’s Property Portfolio.
* Maintain accurate records and comply with the reporting and other regulatory requirements of Government.
* Contribute to the development, implementation and evaluation of accommodation solutions, principles, standards and policies, to achieve efficient and optimal use of AFP premises and resources.
* Ensure mission critical property related services, not covered under WoAG contract, are effectively managed and maintained through effective planning and scheduling of the work through Service Request, including but not limited to, Firing Ranges and other bespoke Property Command areas not included within core services.
* WHS monitoring and working with SHIELD/C&W to ensure response is timely and adequately addressed, recorded and briefed to executive as required, including Hazardous Materials assisting with any Comcare or other safety regulators requirements.
* You must be an Australian Citizen at the time of application.
* A Negative Vetting 1 (Secret) security clearance or the ability to obtain one.
* Demonstrate decision making experience in property and facilities management.
* Demonstrate experience in managing teams, through the application of decision-making process which are empathetic, fair, responsible and transparent.
* Demonstrate understanding of Government property leasing processes (domestic and international), policies and legislation.
The following skills and/or experience would be highly regarded:
* Has contemporary knowledge and experience relevant to the role including mentoring and developing high performing teams.
* Holding the desire to seek out and implement industry best practices within the team and hold the PSP to these standards.
