Role Overview
Reporting to the Section Head, the Team Leader manages and leads a team responsible for coordinating the Development and Implementation Support (D&IS) Programme for Nuclear Verification, focusing on planning, supervision and implementation of activities. The role involves ensuring alignment with resource mobilization priorities and effectively managing the interface between Member State Support Programmes (MSSPs) and the Department.
Key Responsibilities
* Manage and lead the Support Programme Coordination Team, transparently managing resources and ensuring optimal utilisation of MSSPs and departmental assets.
* Plan and arrange annual MSSP review meetings and a biennial event for all MSSPs.
* Coordinate and provide guidance to the Department on the content and direction of the D&IS programme and provide information on MSSP capabilities.
* Oversee preparation of biennial programme plans and report on achievements, outputs and outcomes.
* Review new tasks proposed by the Department for MSSPs, assessing rationale, priority and capacity.
* Lead the departmental process for recruiting Cost‑Free Experts (CFEs) and Junior Professional Officers (JPOs) supported through MSSPs.
* Monitor progress of D&IS tasks and assist in issue resolution.
* Act as focal point for internal coordination of MSSP‑related issues within the Department of Safeguards and the IAEA.
* Plan and manage the programmatic direction and development of the team, ensuring a balanced skill mix through training, mentoring and recruitment.
* Encourage open communication, build consensus, use tact and discretion with sensitive information, and keep staff informed of decisions and directives.
* Set realistic targets for self and team, monitor progress and performance, evaluate results and integrate lessons learned.
* Promote teamwork, build effective teams, resolve problems collaboratively and collaborate with external stakeholders.
* Set clear objectives, organize deployment of resources, monitor deadlines and milestones.
Qualifications & Experience
* Master’s degree in business administration, international relations, nuclear science or engineering, public administration, or a related field (required). Bachelor’s degree with two years of additional relevant experience may be accepted.
* Minimum seven years of experience in technical programme and project management, and event planning.
* Proven experience in management, development, and mentoring of staff.
* Experience in resource mobilisation at a national or international level.
* Experience communicating programme priorities and implementation requirements to internal and external audiences.
* Experience analysing legal and administrative issues (asset).
* Experience in nuclear non‑proliferation and/or international nuclear safeguards (asset).
Technical Expertise
* Project management ability and proven track record in delivering programmes on time.
* Knowledge of IAEA safeguards procedures and practices.
* Excellent communication and interpersonal skills, with ability to establish effective working relationships with staff and external counterparts.
* Experience in stakeholder engagement and staff management.
* Appreciation for continuous process improvement and innovative approaches to programme development.
