Section Head (TC)(P5) – International Atomic Energy Agency (IAEA)

Organizational Setting
The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional Divisions (Africa, Asia and the Pacific, Europe and Latin America and the Caribbean), the Division of Programme Support and Coordination and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction and oversees the planning, formulation, implementation and monitoring of the IAEA technical cooperation programme in collaboration with Member States.
Main Purpose
Under the supervision of the relevant Regional Director, the Section Head ensures a strategic, results‑oriented programmatic response to Member States’ priorities in applying nuclear technologies to meet development goals.
Role
The Section Head acts as:
* Manager and team leader, ensuring programmes and projects are developed and implemented efficiently and effectively in line with quality management standards and a results‑based approach;
* Substantive expert contributor, managing projects of particular complexity and/or sensitivity;
* Adviser to the Director and Deputy Director General on programmatic and socio‑economic issues in assigned countries.
Functions / Key Results Expected
* Lead the development of Country Programme Frameworks and programmes/projects in collaboration with Member State institutions, technical departments, and development partners; conduct policy dialogue to ensure Member State priorities and needs are met; integrate innovative policies and queries.
* Coordinate and guide programme/project monitoring and assessments; integrate lessons learned into strategies and policies; adapt monitoring tools.
* Act as TC focal point or resource person for cross‑departmental issues.
* Lead and coordinate project implementation; promote capacity development in Member State institutions; ensure delivery levels are met.
* Develop and participate in resource mobilization activities with Member States, bilateral donors, the private sector and other non‑traditional funding sources.
* Build and maintain strategic partnerships and alliances with stakeholders in Member States and the region; secure policy support and demonstrate key programme results.
* Plan and manage the Section’s work; prepare work plans; balance workload; monitor performance; assess staff development needs.

Qualifications, Experience and Language Skills
* Bachelor’s Degree in management, social sciences, science and technology or international relations plus two years of relevant work experience may be considered in lieu of an advanced university degree.
* Master’s Degree in the same fields; additional background in development studies an advantage.
* At least ten years of experience in the development and management of TC programmes, preferably in developing countries and in technology fields; experience in the related nuclear field is an asset.
* Proven experience managing large teams and projects – building, leading, developing cohesive teams, setting goals, providing feedback, encouraging staff development.
* Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.
Remuneration
IAEA offers tax‑free annual net base salary starting at US $101,540 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment of US $55,339, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses. Other benefits include 6 weeks annual leave, home leave travel, pension plan and health insurance.

* Appointees to posts in the Professional and higher categories are subject to the IAEA rotation policy; maximum tour of service normally seven years.
