Report to : Camp Coordination and Camp Management Project Manager
Overall purpose of the role:

The main responsibility of Information Management (IM) Officer is to assist the CCCM team in managing data and information management, producing the comprehensive and quality data of the monthly CCCM activities supported in Internally Displaced Persons (IDPs) camps and displaced sites in Sittwe. Primary responsibilities are the management, analysis and sharing of data related to DRC CCCM program activities, with the aim to provide reliable, quality and comprehensive information that supports the development of an evidence-based humanitarian response. The Camp Coordination and Camp Management IM Officer reports to the CCCM Project Manager and is responsible for supporting the efficient implementation of DRC’s CCCM activities in DRC supported camps. He/she works in close cooperation with other field staff for the planning, implementing, reporting of the activities but also expected to maintain close cooperation with the targeted communities in the target project locations and to be able to mobilize these to take an active part in the planning of activities.

Responsibilities:

* Contribute to the development of CCCM ‘s information management strategy by reviewing information needs and gaps, evaluating current information management processes and tools and drafting an information collection and management plan in support of program related activities.
* Ensure the compliance of information systems and process with the applicable DRC standards and guidelines related to information management and data protection.

Data management and analysis

* Ensure effective data management by developing data collection tools and methodologies, designing and managing database systems for data management and analysis purposes.
* Regularly liaise with other CCCM team members to update monthly activity data into the centralized data tracker with support from line managers
* Perform quality checks of the database on a weekly basis, reporting any issues and changes to the line manager. Coordinate with other CCCM team members to gain the quality of data that support effective implementation.
* Support the CCCM team in updating 5W and camp profile data requested by the CCCM/Shelter/NFI cluster
* Plan for all information products, including the definition of standard operating procedures for clearing information products for release.

IM Technical Supporting and Reporting

* Provide technical expertise in Information management to the CCCM team and closely work with the MEAL teams in developing methodologies for data collection, processing and analysis for both qualitative and quantitative data
* Ensure to update monthly CCCM data and cross check with the Area MEAL colleagues for the final submission
* Liaise with the IM colleagues from relevant partners and sectors for registering the distribution list using the appropriate tool and support in development of Post Distribution Monitoring (PDM).
* Train other CCCM team members on data entry, data tracking and reports development.
* Provide guidance and training to DRC CCCM team on the use of data collection tools, IM and Kobo tool
* Maintain the existing databases and trackers for the CCCM team and provide internal reports as required.

Programming & Operations

* Ensure efficient and effective program implementation while following the budget and work plan
* Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
* Lead the team in carrying out monitoring and evaluation exercise
* Support site monitoring exercises monthly, updating the service mapping in each project location

Coordination and representation

* Collaborate with relevant internal and external technical experts on sector relevant issues
* Represent DRC at meetings and other relevant technical coordination meetings
* Ensure integration with other DRC sectors
* Coordinate with Sittwe-based service provider staff and report issues to Team Leader
* Closely work with the MEAL team/ IM colleagues in development of tools and methodologies

Logistics/Finance

* Support for activities procurements and ensure their execution with the feedback from the project manager.
* Any other duties relating to the nature of the job as requested by the Manager.

Experience and technical competencies

* University degree in Information Technology, Information Systems, Statistics, social science or a relevant field.
* 2 years of relevant experience at the national or international level in information management, database management, mapping
* Knowledge of different data collection methodologies and proven capacity to analyze statistical information,
* Knowledge in Excel, KOBO, ODK, Fulcrum, Activity Info, GIS Power Bi and Advanced Excel (essential)
* Expertise in the administration of Office 365 and SharePoint
* Proven abilities in data collection, compilation, analysis and reporting with ability to write in a clear and concise manner and effective oral communication.
* Proven skills in infographic management.
* Good understanding and experience of monitoring and evaluation processes
* Experience on camp coordination and camp management (CCCM).
* Good understanding on using IT devices
* Working proficiency in English

Condition
Contract: DRC will offer the successful applicant a DRC’s Regular contract including 3-month probation. Renewable depends on both funding and performance. Salary and conditions will be in accordance with DRC’s Terms of Employment. The position is placed in Employment Band H non-management. Only applicants who can work and be based in Sittwe, Rakhine State, are eligible for this position.
