Overview
The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Division of Information Management (SGIM) implements methodologies and techniques for the collection, processing and analysis of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements, and information from open sources.

Main Purpose

Reporting to the Director, the Associate Coordination Officer (SGIM) is a contributor to the coordination and optimization of projects and processes within the Division of Information Management, supporting programme and finance management, effective communication, and harmonization of Divisional inputs to Departmental processes.

Role
The Associate Coordination Officer (SGIM) is:
1) an analyst, reviewing and analyzing information on strategy, programme and procedures, to ensure optimization of Divisional processes;
2) a coordinator, providing input and support and developing expertise and knowledge in the area of programme management, communications, budget planning and implementation;
3) a liaison, collaborating and cooperating with senior managers and programme staff to ensure the effective delivery of Divisional work; and
4) a team member and contributor to projects and continuous improvement initiatives.

Functions / Key Results Expected

Providing support and guidance to managers on the programme and budget process, including implementation, to ensure that guidelines, policies and rules are followed appropriately;

Acting as a focal point for coordinating, reviewing and harmonizing input to Departmental processes in relation to the programme and budget (e.g. submission of Divisional budget draft, assessments, risk register) and with extrabudgetary assistance raising (e.g. formulation of needs for extrabudgetary support, task proposals, and relations with non-traditional partners) to ensure that all associated submissions and reports are produced to expected standards.

Contributing to monitoring of HR costs and working with the Purchasing Assistant (SGIM) for the monitoring of non-HR expenditure to ensure efficient and effective use of Divisional resources.

Contributing to review exercises and other transversal Divisional projects as required.

Contributing to continuous improvement initiatives and information projects, including supporting documenting Divisional business processes when required.

Providing support to Divisional outputs, including proofreading, editing and quality checks.

Required Expertise

Finance — Enterprise Resource Planning (ERP) system: Hands-on experience of an ERP system. Oracle experience is an asset.

Finance Principles and Practices — Good understanding of finance principles, financial resource management, and IPSAS.

Management and Programme Analysis — Information collection and analysis; ability to coordinate across teams and integrate information into reports.

Qualifications, Experience and Language Skills

Bachelor's Degree in business administration, management, social sciences, communications or a related field.

Minimum of two years of relevant experience, preferably in an international environment coordinating business needs and liaising with relevant stakeholders.

Experience in assisting management at all levels, and in supporting communications initiatives in English including proofreading and editing.

Hands-on experience of an ERP system; previous experience with Oracle is an asset.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.

Remuneration
The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $55,163 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $31,167, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks\' annual leave, home leave travel, pension plan and health insurance. Evaluation process

The evaluation of applicants will be conducted on the basis of the information submitted in the application according to the selection criteria stated in the vacancy announcement. Applicants must provide complete and accurate information. Evaluation of qualified candidates may include an assessment exercise, which may be followed by a competency-based interview.

Candidates under serious consideration for selection may be subject to reference and background checks as part of the recruitment process.

Appointment information

Appointment is subject to a satisfactory medical report.

Staff members may be assigned to any location.

Candidates appointed to posts in the Professional and higher categories are subject to IAEA rotation policy and their maximum tour of service shall normally be seven years.

The IAEA retains the discretion not to make any appointment to this vacancy, to make an appointment at a lower grade or with a different contract type, or to make an appointment with a modified job description or for shorter duration than indicated above.
