Job Profile:
The Legal Counsel is responsible for providing legal advice andservices of a general nature and medium complexity to the OPECFund's stakeholders and conducting a variety of research andanalytical work all in accordance with the institutional strategyand framework, to support the achievement of Private Sector'slong-term goals, strategic targets and annual objectives
Duties and Responsibilities:
Policy development and implementation
* Supports the Director, Private Sector-Legal in implementing theannual work program relating to the Private Sector non-sovereignoperations and ensuring the achievement of its long-term goals,strategic targets and annual objectives.
Legal advice
* Drafts, reviews, amends and negotiates the substance ofagreements in one or more of the following areas: (1) privatesector and trade finance loans, including the agreement for theencouragement and protection of investments/framework agreements;and (2) co-financing with other multilateral and bilateralfinancial institutions.
* Advice on the execution and legal validity of agreements andarrangements and reviews of external legal opinions ormemoranda
* Provides legal services and advice to the OPEC Fund'sstakeholders on the development of new private sector lendingproducts, including participating in the design of such productsand legal matters related to loan operations.
* Participates in the missions, committee(s) or working groups ofthe OPEC Fund as directed by the General Counsel or as appointed bythe President
Research and analysis
* Identifies issues of importance on legal matters in any aspectrelated to the OPEC Fund's operations and conducts research,analysis and studies on a wide range of legal issues, includinginterpretation of legal instruments, and brings them to theattention of the Director, Private Sector-Legal, together withrecommendations thereon.
* Monitors and signals deviations in the application offrameworks, contracts, policies and processes related to thelegal/compliance/risks of Private Sector non-sovereign operations,and if necessary, takes corrective measures
Leadership and direction
* Participates in the exchange of ideas and knowledge sharing tofacilitate the broadening of the skills of the legal team.
Stakeholder management and engagement
* Works with external stakeholders (the senior representatives ofco-lenders/ investment funds, partners and external counsel asrequired and authorized officials of partner countries/institutions) and internal stakeholders (e.g. all OPEC Funddepartments/ units on the subject of legal services and advice inrespect of non-sovereign operations on an ongoing basis).
Knowledge management
* Contributes to the development and maintenance of the knowledgeassets of the department and the document management systems andrelated materials.
Carries out other tasks assigned by the Director, PrivateSector-Legal that are related to the job functions.
Qualifications and Experience:
* Master's degree in law and admission to the Bar orequivalent
* A minimum of Five years relevant professional experience, ofwhich 2 years should have been at an international developmentfinance institution/international law firm
* Fluent in English. Good working knowledge of Arabic, French orSpanish is an added advantage
