We are seeking a highly skilled Program Manager to lead large-scale efforts at the BPA/IDIQ level, manage task orders, and maintain client relationships. Candidates should have extensive experience in an Enterprise Security Operations Center (ESOC) and managing BPA or IDIQ contracts of similar scope and complexity, with a proven track record of elevating team performance.
Key Responsibilities
1. Strategic Planning and Execution
2. Develop strategies for BPA execution aligned with client objectives.
3. Establish milestones, timelines, and budgets for task orders.
4. Monitor performance metrics to ensure quality, cost, and schedule adherence.
1. Stakeholder Communication and Liaison
2. Serve as the primary contact for clients and stakeholders.
3. Provide regular status updates and maintain transparent communication.
4. Identify and mitigate potential risks.
1. Task Order Management
2. Oversee submission, negotiation, and execution of task orders.
3. Ensure compliance with BPA scope and terms.
4. Monitor deliverables for timely and within-budget completion.
1. Compliance and Risk Management
2. Ensure adherence to federal procurement regulations (FAR/DFAR).
3. Proactively manage performance, budget, and compliance risks.
4. Maintain documentation for audits.
1. Team Leadership and Coordination
2. Lead and mentor project teams including managers and technical staff.
3. Secure necessary resources for task success.
4. Foster a collaborative, high-performance environment.
1. Financial Oversight
2. Manage BPA budgets and individual task orders.
3. Track expenditures, forecast costs, and handle invoicing.
4. Align financial performance with contractual requirements.
1. Quality Assurance and Performance Monitoring
2. Implement quality control measures.
3. Conduct performance reviews and analyze metrics for improvement.
4. Address performance issues promptly.
1. Reporting and Documentation
2. Prepare detailed status, performance, and financial reports.
3. Maintain comprehensive BPA activity records.
Required Qualifications
* Bachelor's degree in business, management, or related field; advanced degrees preferred.
* Extensive experience managing BPA or IDIQ contracts of similar scale.
* Experience with Security Operations Centers (SOC) environments is required.
* Expertise in federal acquisition, FAR/DFAR compliance, and project management methodologies.
* Certifications: PMP, ITIL.
* Familiarity with government contracting, proposal development, pricing, and negotiations.
