Organizational Setting
The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.
The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and support for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.
Main Purpose
The ETL & BI Integration Specialist is a technical specialist, designing, developing, and managing data integration between Oracle ERP and Oracle PBCS, based on business requirements; a technical knowledge expert, providing solid knowledge and expert guidance of ETL technology principles and best practices; addressing issues and requests not resolved by the first two level staff and providing expert guidance on AIPS reporting interfaces.
He/she works closely with Functional Specialists and other counterparts within AMS Finance Unit for delivery of services aimed at supporting the AIPS system.
Functions / Key Results Expected
ETL & Data Integration:
* Develop and maintain ETL workflows for integrating data between Oracle EBS and PBCS (Cloud).
* Build and manage data pipelines between Oracle EBS and Power BI.
* Use Oracle Data Integrator (ODI) or other ETL tools to extract, transform, and load data.
* Optimize data transfer, performance tuning, and error handling for seamless integration.
* Document ETL processes, data flows, and BI dashboards for future reference.
Business intelligence & Reporting:
* Design, build, implement and maintain Oracle Analytics Cloud (OAC) AIPS reports to meet business requirements using established development standards.
* Provide OAC technical expertise and Level 2 & 3 support to support end users.
* Work in conjunction with functional specialists in the implementation of change requests related to OAC reports (new dashboards, new features, new reports, configuration settings, modifications to existing features), analyse, review, and alter reports to increase their efficiency.
* Explore capabilities of the PBCS Reporting to complement OAC reports.
Qualifications and Experience
* At least 8 years work experience in ETL development and BI integration.
* Strong expertise in Oracle Data Integrator (ODI) and ETL processes.
* Knowledge in building simple to medium-complexity queries in SQL (use of joins, subqueries, filters) utilizing EBS core tables/views as well as custom data models (e.g., ODI staging tables).
* Hands-on experience with Oracle Analytics Cloud (OAC).
* Strong knowledge of data warehousing and OLAP.
* Ability to troubleshoot ETL errors, data inconsistencies, and performance issues.
* Experience with Oracle Integration Cloud (OIC) and Oracle PBCS reporting tools are assets.
* Knowledge in technical design, development, deployment and operation in Oracle ERP R12.
Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of € 250, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
