Organizational Setting

The Department of Management (MT) provides a ‘platform of services’ that serves as a foundation for the successful delivery of the IAEA’s scientific and technical programmes. Its mission statement is as follows: “MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose”. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Information Technology supports the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state‑of‑the‑art hardware and software platforms in a partially decentralised environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.

The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency‑wide Information System for Programme Support (AIPS), was implemented in a multi‑phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully‑integrated solution that standardises and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and support for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.


Main Purpose

The Associate ERP Officer (Human Resources and Payroll) is member of the AMS and reports to the AMS Functional Lead in Human Resources and Payroll. He/she provides advice on, applies technical knowledge to, and provides human resources, TALEO and payroll functional and technical assistance to the delivery of IT services aimed at supporting the Agency's Enterprise Resource Planning (ERP) system known as AIPS (Agency‑wide Information System for Programme Support).


Role

The Associate ERP Officer (Human Resources and Payroll) is a functional/technical contributor, applying knowledge of Oracle and Taleo modules in the area of Human Resources including Oracle Human Resources, Self Service HR, Talent Acquisition Cloud including the Learning Management Cloud, Performance management, Taleo Recruitment, Taleo On‑Boarding, Oracle Payroll and Payroll Accounting and the corresponding business processes; a level 2 and 3 support agent, addressing issues and requests not resolved by the first level staff and contributing to provide guidance on AIPS application; and a configuration user maintaining configuration information for the AIPS modules. He/she works on projects and Change Requests in all areas of Recruitment, Human Resources, Payroll and Payroll Accounting.


Functions / Key Results Expected

Contributes in providing assistance to end users in Oracle Human Resources, Payroll, Payroll Accounting and Taleo applications.

Assist in assessing, handling and providing solutions for incidents and application service requests and contribute to business process improvement opportunities.

Participate in the implementation of change requests (new features, new RICEFW components, configuration settings, modifications to existing features) and projects based on PRINCE2 methodology.

Contributes to maintain the configuration of live ERP modules in the area of Human Resources, Talent Acquisition Cloud including Learning Management Cloud, Taleo Recruitment and On‑Boarding and Payroll/Payroll Accounting.

Participates in testing to validate if the implemented features meet requirements.

Contributes to document functional requirements to support application change requests, training material, Knowledge Transfer material and technical documentation.

Required Expertise

* Information Technology – Oracle Human Capital Management – good knowledge of HCM logic, configuration and processes.
* Information Technology – Oracle Payroll & Accounting – good knowledge of payroll processes, fast formulas, functions, and formulas.
* Information Technology – Oracle Taleo Recruitment – good understanding of Taleo Recruitment and On‑boarding processes and cloud solutions.


Qualifications, Experience and Language Skills

Bachelor’s Degree (or equivalent) in human resources, business administration, management, or information systems.

Minimum of two years’ experience in working with the implementation and post go‑live support for an enterprise‑scale solution based on Oracle E‑Business Suite, Oracle Payroll and Taleo, preferably with experience in Oracle E‑Business Suite Release 12.

Excellent oral and written command of English. Knowledge of other IAEA official languages (Arabic, Chinese, French, Russian, Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax‑free annual net base salary starting at US $55,163 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment currently amounting to US $22,065, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses. Other benefits include 6 weeks’ annual leave, home leave travel, pension plan and health insurance.
