Organizational Setting
The Department of Technical Cooperation (TC) consists of the Office of the Deputy Director General, four regional divisions (Africa, Asia and the Pacific, Europe and Latin America), the Division of Programme Support and Coordination, and the Division of the Programme of Action for Cancer Therapy (PACT). It provides strategic direction for the IAEA’s technical cooperation programme, and is responsible in close collaboration with Member States for the planning, formulation, implementation and monitoring of the programme.
The objective of PACT is to assist Member States in improving their cancer care capacity by integrating radiotherapy into a comprehensive cancer control programme that maximises therapeutic effectiveness and public health impact. The division is headed by the Director PACT, who reports to the Deputy Director General of the Department of Technical Cooperation.
Main Purpose
Under the overall direction of the Director of PACT and the direct guidance of the Section Head, PACT Cancer Control Review and Planning Section, the consultant produces deliverables related to the planning and implementation of PACT activities within the IAEA’s Technical Cooperation Programme and under the partnership agreement with St. Jude Children’s Research Hospital. The consultancy work focuses on improving access to quality radiation medicine services and supporting countries to strengthen evidence‑based planning of national childhood cancer programmes, contributing to the sustainability of diagnostic imaging and radiotherapy services as part of comprehensive care for children with cancer.
Functions / Key Results Expected
* Produce background analysis and write reports on the comprehensive cancer control situation of LMICs, based on existing or new data.
* Prepare documentation for meetings of experts and stakeholders on comprehensive cancer control in LMICs.
* Contribute to working groups, reports, and country missions within the context of Rays of Hope for childhood cancer, in collaboration with IAEA and St. Jude Children’s Research Hospital.
* Produce documentation, data‑management tools, and presentations on national comprehensive cancer control planning, including resource materials on childhood cancer for various stakeholders.
* Analyze and prepare reports on countries’ progress in cancer control planning, especially in countries that have received IAEA support.
* Produce updates and analysis of health systems in LMICs as they pertain to comprehensive cancer control and childhood cancer.
Qualifications And Experience
* University degree in public health, health economics, international development, public/business administration, or related fields.
* Minimum of five years of progressively responsible experience in programme development and management, preferably in an international setting with a focus on health.
* Experience in developing professional service offerings and/or programme design, implementation, monitoring and evaluation.
* Strong understanding of the context and development needs in low‑ and middle‑income countries, particularly in the health and cancer sector.
* Experience in developing data‑management tools and producing methodologies or related guidance documents for public health institutions.
* Experience in programme or project management in NCDs, cancer control, and/or childhood cancer; or child health programmes at global, regional or country level.
* Excellent oral and written command of English with a proven record of report writing or publications relevant to this vacancy.
* Knowledge of other IAEA official languages, especially French and Spanish, is a strong asset.
Remuneration
The remuneration for this consultancy is a daily fee of up to a maximum of €300, based on qualifications and experience. If duty travel is required, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
